1.3Page 108, after line 20, insert:

1.4    "Sec. 11. [179.86] PACKINGHOUSE WORKERS BILL OF RIGHTS.
1.5    Subdivision 1. Definition. For the purpose of this section, "employer" means an
1.6employer in the meatpacking industry.
1.7     Subd. 2. Right to adequate equipment. An employer must furnish its employees
1.8with equipment to safely perform their jobs under OSHA standards.
1.9     Subd. 3. Information provided to employee by employer. (a) An employer
1.10must provide an explanation in an employee's native language of the employee's rights
1.11and duties as an employee either person to person or through written materials that, at a
1.12minimum, include:
1.13    (1) a complete description of the salary and benefits plans as they relate to the
1.14employee;
1.15    (2) a job description for the employee's position;
1.16    (3) a description of leave policies;
1.17    (4) a description of the work hours and work hours policy; and
1.18    (5) a description of the occupational hazards known to exist for the position.
1.19    (b) The explanation must also include information on the following employee rights
1.20as protected by state or federal law and a description of where additional information
1.21about those rights may be obtained:
1.22    (1) the right to organize and bargain collectively and refrain from organizing and
1.23bargaining collectively;
1.24    (2) the right to a safe workplace; and
1.25    (3) the right to be free from discrimination.
2.1    Subd. 4. Commissioner duties. The commissioner of labor and industry must
2.2develop and implement a strategy to provide adequate notice and education to employees
2.3of their rights under this section and education on how to assimilate into their local
2.4community. The commissioner must consult with the commissioner of human rights in
2.5the development of the strategy. The commissioner shall assign the duty to implement
2.6the strategy to a specific identified position in the department. The position, along with
2.7contact information, must be included on printed materials the department prepares and
2.8distributes to carry out the commissioner's duties under this section."
