1.1    .................... moves to amend H. F. No. 1706 as follows:
1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. Minnesota Statutes 2006, section 221.141, subdivision 1, is amended to
1.4read:
1.5    Subdivision 1. Financial responsibility of carriers. (a) No motor carrier and no
1.6interstate carrier shall operate a vehicle until it has obtained and has in effect the minimum
1.7amount of financial responsibility required by this section. Policies of insurance, surety
1.8bonds, other types of security, and endorsements must be continuously in effect and must
1.9remain in effect until canceled. Before providing transportation, the motor carrier or
1.10interstate carrier shall secure and cause to be filed with the commissioner and maintain in
1.11full effect, a certificate of insurance in a form required by the commissioner, evidencing
1.12public liability insurance in the amount prescribed. The insurance must cover injuries and
1.13damage to persons or property resulting from the operation or use of motor vehicles,
1.14regardless of whether each vehicle is specifically described in the policy. This insurance
1.15does not apply to injuries or death to the employees of the motor carrier or to property
1.16being transported by the carrier.
1.17    (b) Notwithstanding any other provision of this chapter, the insurance required of
1.18a motor carrier of passengers must be at least that amount required of interstate carriers
1.19under Code of Federal Regulations, title 49, section 387.33, as amended.
1.20    (c) This section does not apply to a charitable organization exempt from taxation
1.21under section 501(c)(3) of the Internal Revenue Code when the transportation furthers
1.22the charitable organization's charitable mission. The charitable organization must comply
1.23with the insurance requirements of section 65B.48."
1.24Delete the title and insert:
