1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. CRITICAL AREA REGULATION STUDY.
1.4    The commissioner of natural resources, in consultation with the Environmental
1.5Quality Board, shall report to the house and senate committees having jurisdiction over
1.6environmental policy and finance by February 1, 2008, on the Mississippi River critical
1.7area program. The report shall include the status of critical area plans, zoning ordinances,
1.8the number and types of revisions anticipated, and the nature and number of variances
1.9sought. The report shall include recommendations for regulations needed to adequately
1.10protect and manage the aesthetic integrity and natural environment of the river corridor."
1.11Delete the title and insert:
1.13relating to natural resources; requiring a report of Mississippi River critical area
1.14program."
