MINUTES

Representative Rena Moran, Chair of the Committee, called the remote Ways and Means Committee meeting to order at 9:00 A.M. on Wednesday, April 14, 2021, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services and Facebook Live.

The Committee Legislative Assistant noted the roll.

Representative Olson moved to adopt the minutes from Monday, April 12, 2021. THE MOTION PREVAILED.

Representative Olson moved to adopt the minutes from Tuesday, April 13, 2021. THE MOTION PREVAILED.


HF2110 (Long) Climate and Energy Omnibus

Chair Moran moved HF2110 before the committee.

Representative Long gave an overview of HF2110.

Representative Olson moved to adopt the H2110A62 amendment.

Representative Olson moved to adopt the H2110A63 amendment to the H2110A62 amendment. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Olson renewed the motion to adopt the H2110A62 amendment, as amended. THE MOTION PREVAILED. THE AMENDMENT, WAS ADOPTED.

Following discussion, Chair Moran laid over HF2110, as amended, for further consideration.


HF1031 (Stephenson) Commerce Omnibus

Representative Olson moved that HF1031 be recommended to be placed on the General Register.

Representative Stephenson gave an overview of HF1031.

Representative Olson moved to adopt the H1031A10 amendment.

Representative Olson withdrew the H1031A10 amendment.

Representative Olson moved to adopt the H1031A12 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Garofalo moved to adopt the H1031A11 amendment.


The committee recessed at 10:29 A.M.

The committee reconvened at 1:00 P.M.


Following discussion, Representative Garofalo renewed the motion to adopt the H1031A11 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Following discussion, Representative Hornstein moved that the language contained in HF2110, as amended, be incorporated into the Commerce, Climate, and Energy Omnibus (HF1031) as separate articles. THE MOTION PREVAILED.

Representative Olson moved that the language contained in HF1031, as amended, be incorporated into the Commerce, Climate, and Energy Omnibus (HF1031) as separate articles. THE MOTION PREVAILED.

Representative Olson renewed the motion that HF1031, as amended, be recommended to be placed on the General Register, and that nonpartisan staff be directed to make any technical changes and amend the title. A roll call was taken, and the results were as follows:

Representative Pinto moved HF2230 before the committee.

Representative Pinto moved to adopt the H2230A12 amendment.

Representative Pinto moved to adopt the H2230A13 amendment to the H2230A12 amendment. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Pinto renewed the motion to adopt the H2230A12 amendment, as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Following discussion, Chair Moran laid over HF2230, as amended, for further consideration.


BUDRES01-1 2021 Budget Resolution

Chair Moran moved the 2021 Budget Resolution, coded BUDRES01-1 before the committee.

Chair Moran moved to adopt the BUDRES01-1-A03 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.


HF1065 (Davnie) Education Omnibus

Representative Marquart moved that HF1065 be recommended to be placed on the General Register.

Representative Davnie gave an overview of HF1065.

Representative Hassan moved to adopt the H1065A13 amendment.

Representative Olson, Vice Chair of the Committee, assumed the gavel at 2:14 P.M.

Following discussion, Representative Hassan renewed the motion to adopt the H1065A13 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Miller moved to adopt the H1065A10 amendment and requested a roll call vote. The results were as follows:

Following discussion, Representative Pinto moved that the language contained in Articles 4 and 5 of HF2230, as amended, be consolidated into a single article and incorporated into the Education Omnibus (HF1065). THE MOTION PREVAILED.

Representative Hassan moved that the language contained in HF1065, as amended, be incorporated into the Education Omnibus (HF1065) as separate articles. THE MOTION PREVAILED.

Representative Marquart renewed the motion that HF1065, as amended, be recommended to be placed on the General Register; that the two appropriations for Early Childhood Family Education be combined into a single appropriation in the early education article; that the two appropriations for the Kindergarten Readiness Assessment be combined into a single appropriation in the early education article; and that nonpartisan staff be directed to make any technical or conforming corrections and amend the title. A roll call was taken, and the results were as follows:
