PUBLIC SAFETY AND CRIMINAL JUSTICE REFORM FINANCE AND POLICY COMMITTEE MINUTES

Representative Mariani, Chair of the Committee on Public Safety and Criminal Justice Reform Finance and Policy, called the virtual meeting to order at 1:00 PM on March 10th, 2022, pursuant to House Rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Frazier moved that the minutes of March 8th, 2022, be approved. THE MOTION PREVAILED.


Representative Kotyza-Witthuhn introduced HF 2675, A bill for an act
relating to liquor; regulating direct shippers of wine; imposing sales and use taxes,
liquor gross receipts taxes, and excise taxes on direct shipments of wine; providing
for licensing; providing for classification of data; requiring reports; amending
Minnesota Statutes 2020, sections 13.6905, by adding a subdivision; 295.75,
subdivision 4; 297A.83, subdivision 1; 297G.07, subdivision 1; 299A.706;
340A.304; 340A.417; proposing coding for new law in Minnesota Statutes, chapter
340A.

Representative Frazier moved to refer HF 2675 to the committee on Taxes.

relating to liquor; establishing a liquor regulation advisory council; proposing
coding for new law in Minnesota Statutes, chapter 340A.

Representative Frazier moved to refer HF 3722 to the committee on Commerce Finance and Policy.

Representative Frazier moved to amend HF 3722 A2 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Oral amendment moved by Representative Raleigh. Delete "340A.404" and insert "340A.301," “Page 2, line 7.” THE ORAL AMENDMENT WAS INCORPORATED.

Representative Frazier moved to amend HF 167 DE1 Amendment. THE MOTION PREVAILED. THE AMENDENT WAS ADOPTED.
