PUBLIC SAFETY AND CRIMINAL JUSTICE REFORM FINANCE AND POLICY COMMITTEE MINUTES

Representative Mariani, Chair of the Committee on Public Safety and Criminal Justice Reform Finance and Policy, called the virtual meeting to order at 10:30 AM on March 4th, 2022, pursuant to House Rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Frazier moved that the minutes of March 3rd, 2022, be approved. THE MOTION PREVAILED.

Representative Long introduced HF 3464, a bill for an act
relating to corrections; establishing the Clemency Review Commission; requiring
a report; amending Minnesota Statutes 2020, section 638.01; proposing coding
for new law in Minnesota Statutes, chapter 638; repealing Minnesota Statutes
2020, sections 638.02; 638.03; 638.04; 638.05; 638.06; 638.07; 638.075; 638.08.

Chair Mariani called forward HF 3464 for possible inclusion in this committee’s omnibus bill.

Representative Long moved to amend HF 3464 A1 amendment. THE MOTION PREVAILED.

Chair Mariani moved to layover HF 3464 for possible inclusion in this committee’s omnibus bill.


Representative Long introduced HF 1152, a bill for an act
relating to public safety; establishing the Clean Slate Act; providing for an
automatic expungement process for certain offenders; amending Minnesota Statutes
2020, sections 609A.01; 609A.02, subdivision 3, by adding a subdivision;
609A.025; 609A.03, subdivisions 5, 7a, 9; 611A.03, subdivision 1; proposing
coding for new law in Minnesota Statutes, chapter 609A.


Representative Long moved to refer HF 1152 to the committee on Judiciary Finance and Civil Law.

Representative Long moved to amend HF 1152 DE2 amendment. THE MOTION PREVAILED.
