PUBLIC SAFETY AND CRIMINAL JUSTICE REFORM FINANCE AND POLICY COMMITTEE MINUTES

Representative Mariani, Chair of the Committee on Public Safety and Criminal Justice Reform Finance and Policy, called the virtual meeting to order at 10:30 AM on March 19th, 2021 pursuant to House Rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Chair Mariani moved that HF 1369 be referred to the General Register.

Chair Mariani presented HF 1369, a bill for an act relating to corrections; establishing the Indeterminate Sentence Release Board; requiring a report; amending Minnesota Statutes 2020, section 244.05, subdivision 5; proposing coding for new law in Minnesota Statutes, chapter 244.

Representative Johnson presented HF 1448, a bill for an act relating to public safety; requiring the commissioner of corrections to perform regular assessments of security practices at state prisons; requiring a report; amending Minnesota Statutes 2020, sections 241.016, subdivision 1; 241.021, by adding a subdivision.

Chair Mariani moved that HF 1448 be laid over for possible inclusion in the omnibus bill.


Representative Hollins moved that HF 1761 be referred to the Committee on Judiciary Finance and Civil Law.

Representative Hollins moved the H1761DE2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hollins presented HF 1761, a bill for an act relating to courts; prohibiting execution of criminal sentences for certain probation violations; amending Minnesota Statutes 2020, section 609.14, subdivision 3.

Representative Wolgamott presented HF 218, a bill for an act relating to corrections; directing the commissioner of corrections to issue a grant to a qualified nongovernmental organization to assist inmates in finding meaningful employment after release from incarceration.

Representative Novotny presented HF 128, a bill for an act relating to data; providing that data held by law enforcement agencies regarding the person or entity that posted bail is public; requiring notice to the agency having custody of the arrested or detained person when bail or a bond is posted; amending Minnesota Statutes 2020, sections 13.82, subdivision 2; 629.53; 629.67; 629.70.

Chair Mariani moved that HF 128 be laid over for possible inclusion in the omnibus bill.
