JUDICIARY FINANCE AND CIVIL LAW MINUTES

Representative Jamie Becker-Finn, Chair of the Committee on Judiciary Finance and Civil Law, called the virtual meeting to order at 8:30 AM on February 24, 2022 pursuant to House rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Feist moved that the minutes of February 22, 2022 be adopted. THE MOTION PREVAILED.

Vice Chair Moller moved that HF 2910 be recommended to be placed on the General Register.

Vice Chair Moller moved that the H2910A2 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Vice Chair Moller presented HF 2910 as amended, a bill for an act relating to public safety; authorizing the expanded use of tracking devices during stolen vehicle investigations; amending Minnesota Statutes 2020, section 626A.35, by adding a subdivision.

Representative Feist presented HF 2671 as amended, a bill for an act relating to children; establishing juvenile court guardianship for at-risk youth; amending Minnesota Statutes 2020, section 260C.101, subdivision 2; proposing coding for new law in Minnesota Statutes, chapter 260C.

Chair Becker-Finn presented HF 3195 as amended, a bill for an act relating to government data practices; limiting what educational data may be designated as public directory information; allowing private educational data to be shared with government entities determined to have a legitimate educational interest in the data; amending Minnesota Statutes 2020, section 13.32, subdivisions 3, 5.

Chair Becker-Finn moved that HF 2458 be laid over for possible inclusion in a future omnibus bill.

Representative Gomez presented HF 2458, a bill for an act relating to family law; providing rights for blind parents; amending Minnesota Statutes 2020, sections 259.53, by adding a subdivision; 260C.201, by adding a subdivision; 518.1751, by adding a subdivision.

Testifying on HF 2458:

• Kotumu Kamara, a blind parent of two children

Chair Becker-Finn renewed the motion that HF 2458 be laid over for possible inclusion in a future omnibus bill.
