HEALTH FINANCE AND POLICY COMMITTEE

MINUTES

Representative Tina Liebling, Chair of the Committee, called the virtual Health Finance and Policy Committee meeting to order at 3:00 P.M. on March 8, 2022 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Huot moved that the minutes of March 7, 2022 be approved. THE MOTION PREVAILED.

HF2768 (Morrison) Pharmacists authorized to administer drugs through intramuscular or subcutaneous administration; and drug monitoring devices authorized.

Representative Morrison moved that HF2768 be laid over for possible inclusion in the Health Finance and Policy bill.

Representative Morrison presented her bill.

Chair Liebling laid over HF2768 for possible inclusion in the Committee bill.


HF3854 (Hollins) Pharmacists authorized to prescribe, dispense, and administer drugs to prevent the acquisition of human immunodeficiency virus; and pharmacists authorized to order, conduct, and interpret laboratory tests necessary for therapy that uses drugs to prevent the acquisition of human immunodeficiency virus.

Chair Liebling moved that HF3854 be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Chair Liebling moved the H3854A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Hollins presented her bill as amended.

HF3631 (Morrison) Medicine and acupuncture licensure requirements modified, physician and physician assistants disciplinary action forms strengthened, and professional corporation rules repealed.

Representative Morrison moved that HF3631 be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Morrison moved the H3631A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Ruth Martinez, Executive Director, Board of Medical Practice, responded to member questions.

Chair Liebling laid over HF3631, as amended, for possible inclusion in the Committee bill.

HF3989 (Bahner) Physician assistants added to statutes.

Representative Bahner moved that HF3989 be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Bahner moved the H3989A2 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Becky Ness, Legislative Committee Member, Minnesota Academy of Physician Assistants, responded to member questions.

Chair Liebling laid over HF3989, as amended, for possible inclusion in the Committee bill.
