HEALTH FINANCE AND POLICY COMMITTEE

MINUTES

Representative Tina Liebling, Chair of the Committee, called the virtual Health Finance and Policy Committee meeting to order at 3:00 P.M. on March 2, 2021 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Quam moved that the minutes of March 1, 2021 be approved. THE MOTION PREVAILED.

Dave Greeman, Budget Director, Minnesota Department of Human Services (DHS), gave an update on the DHS budget forecast.

HF1183 (Stephenson) First Engrossment Excessive drug price increases prohibited by manufacturers to generic or off-patent drugs, attorney general authorized to take action against manufacturers for price increases, withdrawal of generic or off-patent drug sales prohibited, and civil penalties imposed.

Chair Liebling moved that HF1183 First Engrossment be recommended to pass and be re-referred to the Committee on State Government Finance and Elections.

Chair Liebling moved the H1183A3 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Stephenson presented his bill.

Chair Liebling renewed her motion that HF1183, First Engrossment, be recommended to pass, as amended, and be re-referred to the Committee on State Government Finance and Elections.

Chair Liebling moved that HF1339 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Chair Liebling moved the H1339A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Freiberg moved to adopt the Preventative Health Division Report on HF521. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Representative Morrison moved that HF521 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Morrison moved the H0521A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Morrison presented her bill.

Doug Berg, House Fiscal Analyst, Gena Savage, Health Care Policy Analyst, DHS, and Sara Orange, Budget and Finance Director, Health Care Administration, DHS, responded to member questions.

Chair Liebling laid over HF521, as amended, for possible inclusion in the Committee bill.
