STATE GOVERNMENT FINANCE & ELECTIONS COMMITTEE MINUTES

Representative Michael V. Nelson, Chair of the Committee, called the virtual State Government Finance & Elections Committee meeting to order at 8:30 AM, April 7, 2021 pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services and Facebook Live.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Nash moved that the minutes from the committee meeting on April 6, 2021 be approved. THE MOTION PREVAILED.

The following testified on Amendment H1952DE2:
Robert Doty, Commissioner, Minnesota Department of Revenue
Jim Schowalter, Commissioner, Minnesota Management and Budget
Alice Roberts-Davis, Commissioner, Minnesota Department of Administration
Terek Tomes, Commissioner and Chief Information Officer, Minnesota Information Technology Services

The following provided an overview of the Minnesota House of Representatives Budget as included in Amendment H1952DE2:
The Honorable Ryan Winkler, Majority Leader, Minnesota House of Representatives
Barb Juelich, Controller, Minnesota House of Representatives Budget and Accounting Department

Vice Chair Carlson assumed the gavel at 9:23 AM.

Chair Nelson moved to refer HF1952 to the Committee on Ways & Means.

Chair Nelson moved Amendment H1952DE2.

Chair Nelson moved to amend Amendment H1952DE2 by adopting Amendment H1952A1-1. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Nash moved to amend Amendment H1952DE2 by adopting Amendment H1952A2. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Chair Nelson moved Amendment H1952DE2, as amended. THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Chair Nelson renewed the motion to refer HF1952, as amended, to the Committee on Ways & Means.

The clerk noted the roll.
