CLIMATE AND ENERGY FINANCE AND POLICY MINUTES

Representative Jamie Long, Chair of the Committee on Climate and Energy Finance and Policy, called the virtual meeting to order at 10:30 AM on March 10th, 2022 pursuant to House rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Vice Chair Acomb moved that the minutes of February 24th, 2022, be adopted. THE MOTION PREVAILED.

Presenting on the Intergovernmental Panel on Climate Change - Working Group II’s Sixth Assessment Report on Impacts, Adaptation, and Vulnerability:
• Dr. Robert Lempert, Principal Researcher at RAND, and Coordinating Lead Author, IPCC Working Group II’s Sixth Assessment Report, Chapter 1.

Representative Stephenson presented HF3043, a bill for an act relating to energy; appropriating money for a geothermal energy demonstration project.

Representative Stephenson moved that HF3043 be laid over for possible inclusion.

Testifying on HF3043:
• Greg Cole, Director of Operations, Anoka Hennepin School District
• Tony Poole, Business Manager, Pipefitters Local 455

Representative Stephenson renewed his motion that HF3043 be laid over for possible inclusion.

Representative Christensen presented HF2698, a bill for an act relating to energy; requiring submission of a decommissioning and demolition plan for a scheduled retirement of an electric generation facility.

Representative Christensen moved that HF2698 be laid over for possible inclusion.

Testifying on HF2698:
• Mary McComber, Mayor, Oak Park Heights

Representative Christensen renewed her motion tha3t HF2698 be laid over for possible inclusion.

Representative Pinto presented HF3907, a bill for an act relating to energy; establishing a contingency fund to pay certain costs associated with installation of a solar photovoltaic array; amending Minnesota Statutes 2020, section 116C.779, by adding a subdivision.

Representative Long moved that HF3907 be laid over for possible inclusion.

Testifying on HF3907:
• James Pearson, Manager of State Government Affairs, Xcel Energy

Representative Long renewed his motion that HF3907 be laid over for possible inclusion.

The meeting was adjourned at 12:00 PM.
