Early Childhood Finance and Policy Division

Representative Dave Pinto, Chair of the Early Childhood Finance and Policy Division, called the virtual meeting to order at 8:33 AM on March 17, 2022 pursuant to House Rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services.

The Committee Legislative Assistant noted the roll.

Vice-Chair Pryor moved the minutes of the committee meeting on March 15, 2022 be adopted. THE MOTION PREVAILED.

The following presented on the Parent Aware Equity Report:
Bharti Wahi, Deputy Assistant Commissioner for Children and Family Services, Minnesota Department of Human Services

HF4278 (Kotyza-Witthuhn); Early childhood education workforce funding provided, and money appropriated.

Representative Kotyza-Witthuhn moved HF4278 be referred to the Committee on Workforce and Business Development Finance and Policy.

Representative Kotyza-Witthuhn moved Amendment H4278A1. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

The following testified on HF4278, as amended:
Ann McCully, Executive Director, Child Care Aware of Minnesota
Oriane Casale, Assistant Director of the Labor Market Information Office, Minnesota Department of Employment and Economic Development (DEED)

Representative Kotyza-Witthuhn renewed the motion to refer HF4278, as amended, to the Committee on Workforce and Business Development Finance and Policy.

Representative Wazlawik moved HF4133 to be laid over for possible inclusion in a Committee Omnibus Bill.

Chair Pinto laid HF4133 over for possible inclusion in a Committee Omnibus Bill.

The meeting adjourned at 9:45am.
