CAPITAL INVESTMENT COMMITTEE

MINUTES

Representative Fue Lee, Chair of the Capital Investment Committee, called the remote meeting to order at 8:30 A.M. on February 23, 2021, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services, Facebook Live, and YouTube live streaming.

The Committee Legislative Assistant noted the roll.

Representative Murphy moved to approve the minutes from February 18, 2021. THE MOTION PREVAILED.

Minnesota Department of Transportation presented on passenger rail, freight rail, and ports

Presenters from Minnesota Department of Transportation:
-Dan Krom, Passenger Rail Program Director
-Bill Gardner, Director of the Office of Freight and Commercial Vehicle Operations

HF1109 (Murphy); Minneapolis and Duluth; high-speed passenger rail funding provided, bonds issued, and money appropriated.

Representative Murphy moved that HF1109 be laid over for possible inclusion in an omnibus bill.

Representative Murphy presented her bill.

Testifying on the bill:
-Ken Buehler, Chair of the Technical Advisory Committee for Northern Lights Express
-Derrick James, Senior Manager of Government Affairs (Midwest), Amtrak

Representative Lee laid over HF1109 for possible inclusion in an omnibus bill.

HF1251 (Hausman); Twin Cities, Milwaukee, Chicago (TCMC) passenger rail funding provided, bonds issued, and money appropriated.

Representative Lee moved that HF1251 be laid over for possible inclusion in an omnibus bill.

Representative Hausman presented her bill.

-Kevin Roggenbuck, Senior Transportation Planner at Ramsey County Regional Railroad Authority, Great River Rail Commission

Representative Lee laid over HF1251 for possible inclusion in an omnibus bill.

HF1005 (Pelowski); Port development assistance program funding provided, bonds issued, and money appropriated.

Representative Lee moved that HF1005 be laid over for possible inclusion in an omnibus bill.

Representative Pelowski presented his bill.

-Jeff Stollenwerk, Director of Government and Environmental Affairs, Duluth Seaway Port Authority
