MINUTES

Representative Mariani, Chair of the Public Safety and Criminal Justice Reform Finance and Policy Division, called the meeting to order at 12:50 P.M. on February 7th, 2019, in room 120 of the State Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Dehn made a motion to amend the minutes to add “as amended” to the February 6th, 2019 meeting. THE MOTION PREVAILED.

Representative Dehn moved that the minutes, as amended, for the February 6th , 2019 and the minutes for the February 5th, 2019 meetings be approved. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Overview Presentation on Decriminalizing Communities.

Presenting the Overview:
John Gordon, Executive Director at the American Civil Liberties Union.
Anika Bowie, Lead Coordinator at Restore the Vote.

HF739 (Mariani) Court time limit hearing petitions for post-conviction relief modified.

Chair Mariani moved to amend HF739 with amendment DE1. THE MOTION PREVAILED.

Chair Mariani presented HF739.

Testifiers:
Melvin Carter, Mayor for the City of Saint Paul.
Linus Chan, Immigration Attorney.
Jenny Srey, Co-Director at MN Release 8.
Alfreda Daniels, Black Immigrant Collective.

Chair Edelson laid over HF739, as amended, for possible inclusion in the Public Safety Omnibus Bill.

HF571 (Mariani) Misdemeanor certification certified.

Chair Mariani presented on HF571.

Chair Mariani moved to refer HF571 to the General Register. THE MOTION PREVAILED.

HF707 (Lesch) Exonerated persons compensation modified.

Representative Lesch presented HF707.

Testifiers:
Julie Jonas, Legal Director at the Innocence Project.

Chair Mariani laid over HF707 for possible inclusion in a Public Safety omnibus bill.
