MINUTES

Representative Liebling, Chair of the Division, called the meeting to order at 12:47 P.M. on February 26, 2020 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Cantrell moved that the minutes of February 20, 2020 be approved. THE MOTION PREVAILED.

HF1 First Division Engrossment (Kotyza-Witthuhn) Early childhood; additional funding and opportunities for children ages birth to three created; programs and funding for prenatal care services, home visiting, early childhood education, and child care assistance governed; and money appropriated.

Annie Mach, House Research, explained the portion of the bill that is under the jurisdiction of the Health and Human Services Finance Division.

Representative Pinto gave an overview of HF1.

Chair Liebling moved that HF1 First Division Engrossment be recommended to pass and be re-referred to the Committee on Ways and Means.

Chair Liebling moved the H0001A6 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Kotyza-Witthuhn presented HF1.

Representative Ami Wazlawik, Co-Chair, Family Child Care Task Force, gave an overview of the Task Force recommendations.

5. Laurie Possin, Manager, Child Care Assistance Program, Department of Human Services
6. Heidi Hagel Braid, CPO, First Children’s Finance
7. Noah Jacobs, Center Director, New Horizon Academy, on behalf of a parent

Chair Liebling withdrew her previous motion that HF1 First Division Engrossment be recommended to pass and be re-referred to the Committee on Ways and Means.

Chair Liebling moved to adopt the Early Childhood Finance and Policy Division Report DIVH0001-1. THE MOTION PREVAILED.

Chair Liebling moved that HF1 First Division Engrossment DIVH0001-1 be recommended to pass and be re-referred to the Committee on Ways and Means.

Chair Liebling moved the H0001A6 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Liebling laid HF1 First Division Engrossment, as amended, on the table.
