MINUTES

Representative Mike Freiberg Chair of the Committee, called the virtual Government Operations Committee meeting to order at 8:00am on June 15th, 2020. Pursuant to House rule 10.01. the meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Freiberg moved HF75 be referred to the committee on Ways and Means.

Representative Carlos Mariani presented the bill.

HF75 (Mariani) Public safety critical incident stress management information prohibited as evidence, law enforcement use of force reported, critical incident review process established for peace officer involved shootings, Office of Community-Led Safety Coordination established, grants established to promote co-responder teams, grants established to promote community healing, standards established for crisis interventions and mental illness crisis training for peace officers, development and implementation of autism training required for peace officers, reports required and money appropriated.

HF73 (Mariani) Public safety; warrior-style training for peace officers prohibited, peace officer duty established to intercede when another is using unreasonable force, data included in complaint or charge against peace officer clarified, various other provisions modified, and money appropriated.

HF72 (Her) A bill for an act relating to labor; amending arbitrator selection for peace officer grievance arbitrations; authorizing rulemaking; proposing coding for new law in Minnesota Statutes, chapter 626.

HF44 (Gomez) A bill for an act relating to public safety; requiring local units of government to establish law enforcement citizen oversight councils; specifying powers and duties of the councils and the responsibilities of local authorities toward them; requiring law enforcement policies, guidelines, training, and reporting on matters relating to procedural justice and community interactions; appropriating money; amending Minnesota Statutes 2018, section 626.89, subdivisions 2, 17; proposing coding for new law in Minnesota Statutes, chapter 626.
