MINUTES

Representative Cheryl Youakim, Chair of the Committee, called the meeting to order at 2:34 P.M. on, Wednesday, March 11, 2020, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Sandell moved that the minutes of March 10, 2020 be adopted. THE MOTION PREVAILED.


HF 3852 (Edelson) Reading proficiency and screening by third grade reporting requirements clarified.

Representative Christensen moved HF 3852 be recommended to be placed on the General Register.

Representative Edelson presented HF 3852 and took questions on the bill.

Dr. Justin Killian, Policy Specialist from Education Minnesota, testified in support of the bill.

Chair Youakim renewed Representative Christensen’s motion that HF 3852 be recommended to be placed on the General Register. THE MOTION PREVAILED.


HF 2198 (Freiberg) Service-learning integrated into education system, evidence-based service-learning technical assistance and grant program established, and money appropriated.

Representative Kunesh-Podein moved HF 2198 be re-referred to the Education Finance Division.

Representative Kunesh-Podein moved the DE4 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Freiberg presented HF 2198 and took questions on the bill.

Paula Beugen from Reinvigorating the Conversation, and Sage Hartman, an 8th grade student, testified in support of the bill.

Adosh Unni, Director of Government Relations for the Minnesota Department of Education, took member questions on the bill.

Chair Youakim renewed Representative Kunesh-Podein’s motion that HF 2198, as amended, be re-referred to the Education Finance Division. THE MOTION PREVAILED.


HF 3992 (Murphy) Independent School District No. 709, Duluth; levy authority transfer from the long-term facilities maintenance revenue program to the debt redemption fund authorized, report required, and bonds issued.

Representative Moller moved HF 3992 be re-referred to the Education Finance Division.

Representative Murphy presented HF 3992 and took questions on the bill.

William Gronseth, Superintendent of ISD 709, and Catherine Erickson, Chief Financial Officer of ISD 709, testified in support of the bill.

Chair Youakim renewed Representative Moller’s motion that HF 3992 be re-referred to the Education Finance Division. THE MOTION PREVAILED.


HF 2471 (Hassan) Student absence from school for religious observance provisions modified.

Representative Hassan moved HF 2471 be recommended to be placed on the General Register.

Representative Hassan moved the A1 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Imam Asad Zaman, Executive Director of Muslim American Society of Minnesota, testified in support of the bill.

Representative Hassan presented HF 2471 and took questions on the bill.

Chair Youakim renewed Representative Hassan’s motion that HF 2471, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.


HF 3741 (Bierman) School district reporting reduced.

Representative Bierman moved HF 3741 be recommended to be placed on the General Register.

Representative Bierman presented HF 3471 and took questions on the bill.

MaryAnn Thomas, Director of Human Resources for Farmington Area Public Schools testified in support of the bill.

Chair Youakim renewed Representative Bierman’s motion that HF 3471 be recommended to be placed on the General Register. THE MOTION PREVAILED.
