MINUTES

Representative Cheryl Youakim, Chair of the Committee, called the meeting to order at 10:07 AM on Monday, March 11, 2019 in Room 5 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Kunesh-Podein moved to approve the minutes for the Wednesday, March 6, 2019 meeting. THE MOTION PREVAILED.

Representative Kunesh-Podein moved to approve the minutes for the Friday, March 8, 2019 meeting. THE MOTION PREVAILED.

HF1572 (Sandell) – Service-learning grant program established, report required, and money appropriated.

Representative Sandell moved to refer HF1572 to the Ways and Means Committee.

Representative Sandell introduced HF1572.

Dr. Joe Nathan, Center for School Change, testified in support of HF1572.
Greg Herder, National Youth Leadership Council, testified in support of HF1572.

Representative Youakim renewed the motion to refer HF1572 to the Ways and Means Committee. THE MOTION PREVAILED.

HF578 (Lien) – K-12 education expense credit modified.

Representative Kunesh-Podein moved to refer HF578 to the Taxes Committee.

Representative Youakim moved the H0578A1 author’s amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lien introduced HF578 as amended.

Matt Norris, Minnesota Afterschool Advance, testified in support of HF578.
Erin Bailey, Northfield Public Schools, testified in support of HF578.
Marcus Pope, Youthprise, testified in support of HF578.

Representative Youakim renewed the motion to refer HF578, as amended, to the Taxes Committee. THE MOTION PREVAILED.

Representative Kunesh-Podein, Vice Chair of the Committee, assumed the gavel at 10:50 AM.

HF1711 (Youakim) – Superintendent provisions nonsubstantive style and form changes made.

Representative Youakim moved to refer HF1711 to the Ways and Means Committee.

Representative Youakim moved the H1711DE1 author’s amendment, and to amend the title accordingly. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Youakim introduced HF1711 as amended.
