Representative Knoblach, Chair of the Ways & Means Committee, called the meeting to order at 4:12pm on Monday, April 23, 2018 in the Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Carlson moved that the minutes of April 16, 2018 be approved

Representative Nornes moved to refer HF3638 to the General Register

HF3638 (Nornes) Omnibus higher education policy and finance bill.

Representative Knoblach moved the A10 amendment

Representative Knoblach incorporated a modification to the A10 amendment as follows:
Page 1, after line 1, insert: “Page 2 line 31, delete “5,500,000” and insert “5,000,000”
Page 1, line 4 delete “4,500,000” and insert “4,000,000”
Page 1, after line 8, insert: Page 3, after line 9 insert “Sec. 4. BOARD OF REGENTS OF THE UNIVERSITY OF MINNESOTA” and in the third column insert “500,000 This is a onetime appropriation” THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED

Representative Knoblach moved to HF3638, as amended, be temporarily laid over for possible inclusion in HF4328 THE MOTION PREVAILED

Representative Loon moved to refer HF4328 to the General Register

HF4328 (Loon) Education Omnibus Bill, will be heard pending referral

Representative Knoblach moved the A29 amendment

Representative Knoblach incorporated a modification to the A29 amendment as follows:
Page 1, after line 1, insert: “Page 12, line 10, after the period insert “This is a onetime appropriation.”

Representative Marquart moved the A32 Amendment THE MOTION DID NOT PREVAIL THE AMENDMENT WAS NOT ADOPTED.

Representative Loon renewed her motion to refer HF4328, as amended, to the General Register THE MOTION PREVAILED
