MINUTES
Representative Runbeck, Chair of the Transportation and Regional Governance Policy Committee, called the meeting to order at 12:30 P.M. on March 14, 2018, in the Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Runbeck started the meeting at 12:34 P.M. A quorum was not present.

Representative Koznick moved the Minutes of March 13th, 2018. THE MOTION PREVAILED.

HF3249 (Davids) Provisions governing passing emergency vehicles stopped on a roadway modified.

Chair Runbeck moved that HF3249 be re-referred to the Committee on Public Safety and Security Policy and Finance.

Representative Davids presented HF3249.
Kellen Schmidt, Xcel Energy, testified in favor of HF3249.
Pete Lindahl, Business Manager, IBEW Local Union 292, testified in favor of HF3249.

Chair Runbeck renewed the motion that HF3249 be re-referred to the Committee on Public Safety and Security Policy and Finance. THE MOTION PREVAILED.

HF3261 (Miller) Eligibility requirements for services signs modified.

Chair Runbeck moved that HF3261 be re-referred to the Committee on Transportation Finance.

Representative Miller presented HF326.
Aric Koenen, Owner, Hinterland Vineyards and Winery, testified in favor of HF3261.
Aftan Koenen, Owner, Hinterland Vineyards and Winery, testified in favor of HF3261.
Erik Rudeen, MnDot, testified in oposistion to HF3261.

Chair Runbeck renewed the motion that HF3261 be re-referred to the Committee on Transportation Finance. THE MOTION PREVAILED.


HF3056 (Kiel) Licensed physical therapists authorized to provide a medical statement for parking privileges for physically disabled persons.

Chair Runbeck moved that HF3056 be re-referred to the Committee on Health and Human Services Reform.

Representative Kiel presented HF3056.
Stephanie Weyrauch, Physical Therapist, testified in favor of HF3056.
Thomas Devita, Department of Public Safety, testified on HF3056.
Tom Evans, Department of Public Safety, testified on HF3056.

Chair Runbeck Renewed the motion that HF3056 be re-referred to the Committee on Health and Human Services Reform. THE MOTION PREVAILED.


HF2921 (Kiel) Railroad crossing requirements amended to include on-track equipment.

Chair Runbeck moved that HF2921 be sent to the General Register.

Representative Kiel presented HF2921.
Tom Steinbrenner, citizen, testified in support of HF2921.

Chair Runbeck renewed the motion that HF2921 be sent to the General Register. THE MOTION PREVAILED.


HF3356 (Zerwas) Public safety commissioner's authority to suspend drivers' licenses modified, and technical changes made.

Chair Runbeck moved that HF3356 be sent to the General Register.

Representative Zerwas presented HF3356.
Susan Segal, Minneapolis City Attorney, testified in favor of HF3356.
Jeanette Boerner, First Assistant Public Defender, Hennepin County, testified in favor of HF3356.
Leah Jackson, impacted resident, testified in favor of HF3356.

Chair Runbeck renewed the motion that HF3356 be sent to the General Register. THE MOTION PREVAILED.

HF3357 (Zerwas) Reduction or waiver of the criminal and traffic surcharge authorized; courts required to consider indigency or hardship before imposing fines, fees, or surcharges; and notice required.

Chair Runbeck moved that HF3357 be re-referred to the Committee on Public Safety and Security Policy and Finance.

HF3546 (Drazkowski) School bus lighting requirements modified, supplemental warning systems governed, fund use provided, and technical changes made.

Chair Runbeck moved that HF3546 be re-referred to the Committee on Education Finance.
