MINUTES

Representative Torkelson, Chair of the Transportation Finance Committee, called the nineteenth meeting to order at 1:02 P.M. on Tuesday, March 7th, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Torkelson called the meeting to order at 1:02 P.M. A quorum was present.

Representative Johnson moved to approve the minutes of March 2nd, 2017. THE MOTION PREVAILED.

Representative Petersburg started the meeting at 5:12

HF 1659 (Anselmo) Transportation management organizations in the Twin Cities metropolitan area funding provided, and money appropriated.
Representative Petersburg moved HF1659 be re-referred to the committee on Ways and Means.

Representative Anselmo introduced the bill.

Brad Otto, City Council Member, City of Eden Prairie, testified on the bill.

Representative Petersburg renewed his motion that HF1659 be re-referred to the committee on Ways and Means. THE MOTION PREVAILED.

HF122 (Nash) Start Seeing Motorcycles special plates established, and allocation of the two-wheeled vehicle endorsement fee modified.

Representative Petersburg moved HF122 be laid over for possible inclusion in the omnibus bill.

Representative Nash introduced the bill.

Todd Reba, Legislative Director, ABATE of Minnesota, testified on the bill.

Representative Petersburg renewed his motion that HF122 be laid over for possible inclusion in the omnibus bill.

Representative Torkelson assumed the gavel at 5:31 P.M.

HF 1822 (Petersburg) Motor vehicle lease sales tax revenue deposits clarified to not include the constitutionally dedicated legacy amount.

Representative Petersburg moved HF1822 be re-referred to the committee on Taxes.

Representative Petersburg introduced the bill.

Paul Cummings, Tax Policy Manger, Minnesota Management and Budget, testified on the bill.

Pat Dalton, House Research, testified on the bill.

Representative Petersburg renewed his motion that HF1822 be re-referred to the committee on Taxes. THE MOTION PREVAILED.

HF 2061 (Swedzinkski) Purchases used in providing transportation and public transit services exemption provided.

Representative Torkelson moved HF2061 be re-referred to the committee on Taxes.

Representative Torkelson moved the H2061A1. THE AMENDMENT WAS ADOPTED.

Representative Swedzinski introduced the bill.

Representative Torkelson renewed his motion that HF2061, as amended, be re-referred to the committee on Taxes. THE MOTION PREVAILED.

HF 1264 (Rarick) Wilma; land transfer for use by Duxbury Volunteer Fire Department required.

Representative Rarick moved HF1264 be laid over for possible inclusion in the omnibus bill.

HF 1434 (Whelan) Trunk highway project selection governed, project selection processes amended and mandated, highway project information availability required, and legislative reporting amended.

Representative Torkelson moved HF1434 be laid over for possible inclusion

Representative Torkelson moved the H1434A4 amendment. THE AMENDMENT WAS ADOPTED.

Doug Fischer, Engineer, Anoka County, testified on the bill.

Representative Torkelson renewed his motion that HF1434, as amended, be laid over for possible inclusion in the omnibus bill.

HF 1155 (Bernardy) Transportation commissioner required to develop a performance, stewardship, and sustainability plan for the trunk highway system.

Representative Bernardy moved HF1155 be laid over for possible inclusion in the omnibus bill.

Representative Bernardy moved the A17-0158 amendment. THE AMENDMENT WAS ADOPTED.

Representative Bernardy introduced her bill.

Mark Gieseke, Minnesota Department of Transportation, testified on the bill.

Representative Bernardy renewed her motion that HF1155, as amended, be laid over for possible inclusion in the omnibus bill.

HF 1241 (Petersburg) Transportation commissioner required to consult, develop, adopt, and publicize best practices to improve objectivity and transparency in project selection process; and report required.

Representative Petersburg moved HF1241 be laid over for possible inclusion in the omnibus bill.

Representative Petersburg introduced his bill.

Representative Petersburg renewed his motion that HF1241 be laid over for possible inclusion in the omnibus bill.
