MINUTES

Representative Gunther, Chair of the Legacy Funding Finance Committee, called the meeting to order at 1:05 p.m. on February 20, 2017, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Thissen moved that the minutes of February 13, 2017 be approved. THE MOTION PREVAILED.

HF560 (Kiel) (River Watch program funding provided, and money appropriated). Chair Gunther moved that HF560 be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.
Representative Kiel presented HF560.
Testifying before committee were the following in favor of HF560:

Chair Gunther renewed his motion that HF560 be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.

Presentation before committee on behalf of the DNR for overview of Parks and Trails Fund was:

Erika Rivers, Department of Natural Resources, Director;
Emmett Mullin, Regional Parks Manager, Metropolitan Council;
Renee Mattson, Greater MN Parks & Trails Commission.

Presentation before committee on behalf of the Metropolitan Regional Parks was:

Emmett Mullin, Regional Parks Manager, Metropolitan Council;
Claire Robling, Communications and Legislative Coordinator, Scott County;
Steve Sullivan, Parks Director, Dakota County.
Jim Bobier, Citizen from Hutchinson testified in opposition to Park and Trails.
Vice Chair Layman assumed the gavel at 2:12 p.m.

HF706 (Gunther) (Legacy Fund Maximum Appropriations Created). Chair Gunther moved that HF706 be re-referred to the Ways and Means Committee.

Chair Gunther moved to adopt the H0706DE1 amendment (Gunther).

Chair Gunther renewed the motion to adopt the H0706DE1 amendment. THE MOTION PREVAILED.

Representative Gunther presented HF706.

Representative Gunther renewed his motion that HF706, as amended, be re-referred to Ways & Means Committee. THE MOTION PREVAILED.

HF707 (Gunther) (Legacy dedicated Funding Website Funding Provided, and Money Appropriated). Chair Gunther moved that HF707 be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.

Chair Gunther moved to adopt the H0707A1 amendment (Gunther).

Chair Gunther renewed the motion to adopt the H0707A1 amendment. THE MOTION PREVAILED.

Representative Gunther renewed his motion that HF706 be re-referred as amended to Ways & Means Committee. THE MOTION PREVAILED.

Representative Gunther presented HF707.

Testifying before committee were the following in favor of HF707:

Sally Olson, Commission Assistant, Legislative Coordinating Commission.

Chair Gunther renewed his motion that HF707, as amended, be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.

Chair Gunther resumed the gavel at 2:23 p.m.

HF198 (Hansen) (Inflow and Infiltration Reduction Program Funding Provided, and Money Appropriated). Chair Gunther moved that HF198 be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.

Representative Hansen presented HF198.

Chair Gunther renewed his motion that HF198 be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.

HF151 (Murphy M.) (River Systems Exhibit Funding Provided, and Money Appropriated). Representative Murphy moved that HF151 be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.



Representative Murphy moved to amend HF151 as follows:

Line 1.5 – delete “clean water fund” and insert “arts and cultural heritage fund.”

THE MOTION PREVAILED.

Representative Murphy M. presented HF151.

Testifying before committee were the following in favor of HF151:

Jack Lavoy, Executive Director of the Great Lakes Aquarium;
Sarah Erickson, Director of Education of the Great Lakes Aquarium.

Representative Murphy renewed her motion that HF151, as amended, be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.

The meeting was adjourned at 2:48 p.m.
