MINUTES

Representative Pat Garofalo, Chair of the Job Growth & Energy Affordability Policy & Finance Committee, started the meeting at 2:59 PM on Wednesday, March 15, 2017, in Room 10 of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

Representative Garofalo called the meeting to order at 3:07 PM. A quorum was present.

HF1162 (Garofalo) Workforce housing challenge grants established, and reports required. The bill was laid over for possible inclusion in a later bill.

Representative Garofalo moved HF1162 be laid over for possible inclusion in a later bill.

Dan Dorman, Executive Director, Greater Minnesota Partnership; Chad Adams, City Manager, City of Albert Lea; Erin Dady, Volunteer Board Member, Twin Cities Habitat for Humanity; Jeff Brand, City Council Member, City of Saint Peter; Todd Pafke, City Administrator, City of St. Peter; Mary Tingerthal, Commissioner, Minnesota Housing Finance Agency; testified on HF1162.

Representative Garofalo renewed his motion that HF1162 be laid over for possible inclusion in a later bill.

HF1394 (Fenton) Dislocated worker program modified.

Representative Newberger moved HF1394 be referred to the General Register.

Annie Welch, Director of the Dislocated Worker Program, Department of Employment and Economic Development; testified on HF1394.

Representative Garofalo requested a roll call vote.

Representative Garofalo withdrew his request for a roll call vote.

Representative Newberger renewed his motion that HF1394 be referred to the General Register. THE MOTION PREVAILED.
HF1944 (Nash) Career and technical education provided, high school apprenticeship pilot program established with a refundable income tax credit for employers, report required, and money appropriated.

Representative Metsa moved HF1944 be recommended to pass and re-referred to the Committee on Taxes.

Representative Garofalo moved the H1944DE2 amendment. THE MOTION PREVAILED.

Tom Getzke, Executive Director, Minnesota Builders Exchange; Kyle Makarios, Director of Government Affairs, North Central Regional Council of Carpenters; Amy Walstien, Minnesota Precision Manufacturing Association; testified on HF1944.

Representative Mahoney moved the H1944A6 amendment be adopted.

Representative Mahoney moved an oral amendment to the H1944 amendment: On page 1, line 3, delete “apprentices” and insert “student learners” THE MOTION PREVAILED.

Representative Sundin renewed his motion that the H1944A7 amendment, as amended, be adopted. THE MOTION PREVAILED.

Representative Moran moved the A1944A5 amendment be adopted.

Representative Moran moved an oral amendment to the H1944A5 amendment: On page 1, line 4, delete “women” and insert “girls”.

Representative Moran withdrew the oral amendment.

Non-partisan staff was directed to use discretion when incorporating all of the amendments for HF1944.

Representative Metsa renewed his motion that HF1944, as amended, be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

HF1001 (Vogel) Agencies required to determine impact of proposed rule on cost of residential construction or remodeling, notice to legislative committees required, and legislative committee permitted to require approval of a rule by law.

Representative Vogel moved HF1001 be referred to the General Register.

David Siegel, Executive Director. Builders Association of the Twin Cities; Tom Wiener, Builder Vice President, Builders Association of the Twin Cities; Scott McLellan, Director of Construction Code and Licensing Division, Department of Labor and Industry; testified on HF1001.

Representative Vogel renewed his motion that HF1001 be referred to the General Register. THE MOTION PREVAILED.

Representative Newberger assumed the gavel at 4:41 PM.

HF2167 (Hamilton) Nonprofit infrastructure, workforce development, and partnerships program funding provided; and money appropriated. The bill was laid over for possible inclusion in a later bill.

Representative Moran moved HF2167 be laid over for possible inclusion in a later bill.

Bo Thao-Urabe, Director, Coalition of Asian American Leaders; Kate Barr, Executive Director, Nonprofits Assistance Fund; testified on HF2167.

Representative Moran renewed her motion that HF2167 be laid over for possible inclusion in a later bill.

HF2078 (Sauke) Bridges to Healthcare job training programs funding provided, and money appropriated. The bill, as amended, was laid over for possible inclusion in a later bill.

Representative Sundin moved HF2078 be laid over for possible inclusion in a later bill.

Representative Sundin moved the H2078A1 amendment be adopted. THE MOTION PREVAILED.

Representative Sundin renewed his motion that HF2078, as amended, be laid over for possible inclusion in a later bill.
