MINUTES

Representative Pat Garofalo, Chair of the Job Growth & Energy Affordability Policy & Finance Committee, called the meeting to order at 3:00 PM on Wednesday, February 8, 2017, in Room 10 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Davnie moved the minutes of February 7, 2017 be approved. THE MOTION PREVAILED.

HF89 (Anderson) Small business investment credit modified, definitions added, applicant business additional information required, priority businesses provided, allocation of credits modified, and credit made permanent.

Representative Garofalo moved HF89 be recommended to pass and re-referred to the Committee on Taxes.

Margaret Anderson Kelliher, President and Chief Executive Officer, Minnesota High Tech Association; Lee Jones, Chief Executive Officer and Founder, Rebiotix; Eric Simso, Chief Executive Officer, Zift;
Joy Lindsay, President, StarTec Investments LLC; Nina Manzi, Non-Partisan Legislative Analyst, Minnesota House of Representatives; Genevieve Plumadore, Vice President of Government Relations, Medical Alley Association; Jeffrey Nelson, Manager, Department of Employment and Economic Development Angel Tax Credit Program; testified on HF89.

Representative Garofalo renewed his motion that HF89 be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

HF649 (Backer) Morris; water treatment facility funding provided, bonds issued, and money appropriated. The bill was laid over for possible inclusion in a later bill.

Representative Anderson moved HF649 be laid over for possible inclusion in a later bill.

Blaine Hill, City Manager, City of Morris; Jeff Freeman, Executive Director, Public Facilities Authority; testified on HF649.

HF797 (Moran) Business training courses target at women of color funding provided, and money appropriated. The bill was laid over for possible inclusion in a later bill.

Representative Moran moved HF797 be laid over for possible inclusion in a later bill.

Elaine Wyatt, Executive Director, WomenVenture; Rebecca Polston, Owner and Midwife, Roots Community Birth Center; Nelima Sitati-Munene, Executive Director, African Career, Education & Resource, Inc.; testified on HF797.
