MINUTES


Representative Schomacker, Chair of the Health and Human Services Reform Committee, called the meeting to order at 8:18 a.m. on Wednesday, March 8, 2017, in Room 200 of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

Representative Schomacker officially called the meeting to order at 8:28 a.m.

HF1340 (Pierson) Dental service medical assistance rates increased, credentialing process development required for dental providers and uniform prior authorization criteria for dental services.

Representative Schomacker moved HF1340 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Representative Schomacker moved the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Schomacker moved the oral amendment: “Page 3, line 14, strike “(f)” and insert “(b)”; Page 3, line 16, strike “(f)”, insert “(b)”. THE AMENDMENT WAS ADOPTED.

Testimony was heard regarding HF1340, as amended.

Representative Schomacker renewed his motion that HF1340, as amended, be recommended to be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF1703 (Barr) Medical assistance reimbursement rate for public health nurse home visits increased.

Representative Schomacker moved HF1703 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Representative Schomacker moved the DE1 amendment. THE AMENDMENT WAS ADOPTED.

Testimony was heard regarding HF1703, as amended.

Representative Schomacker renewed his motion that HF1703, as amended, be recommended to be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF1176 (Hamilton) Mental health provider rate increase provided.

Representative Schomacker moved HF1176 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Representative Schomacker moved the A1 amendment. THE AMENDMENT WAS ADOPTED.

HF1561 (Hamilton) Mental health practitioners allowed to provide telemedicine services, and medical assistance limit on telemedicine encounters eliminated.

Representative Schomacker moved HF1561 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Representative Schomacker moved the A1 amendment. THE AMENDMENT WAS ADOPTED.

HF1349 (Franson) Urgent dental care service pilot project established, and critical access dental provider payments modified.

Representative Schomacker moved HF1349 be recommended to be re-referred to the Committee on Health and Human Services Finance.

HF1350 (Franson) Medical assistance spenddown procedures modified.

Representative Schomacker moved HF1350 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Representative Schomacker renewed his motion that HF1350 be recommended to be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Gruenhagen assumed the gavel at 9:49 a.m.

HF1115 (Schomacker) Specialized care facility provisions modified, and criteria modified for determining when an area of the state is a hardship area with regard to nursing facility service access.

Representative Schomacker moved HF1115 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Representative Gruenhagen called the meeting to recess at 9:58 a.m.

Representative Schomacker reconvened the meeting at 7:06 p.m.

HF1383 (Zerwas) Traumatic brain injury definition modified for the state traumatic brain injury program, programs related to reducing fetal alcohol syndrome and related effects funding provided, and money appropriated.

Representative Dean moved HF1383 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Representative Dean moved the oral amendment “Page 1, delete section 1.” THE AMENDMENT WAS ADOPTED.

Representative Dean moved the A1 amendment. THE AMENDMENT WAS ADOPTED.

Testimony was heard regarding HF1383, as amended.

Sam Walseth, Minnesota Organization on Fetal Alcohol Syndrome.

Representative Zerwas moved that HF1383, as amended, be recommended to be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF1532 (Zerwas) Home health services modified.

Representative Schomacker moved HF1532 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Representative Schomacker moved the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Dean moved HF943 be recommended to be re-referred to the General Register.

Representative Dean moved the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Dean renewed his motion that HF943, as amended, be recommended to be re-referred to the General Register. THE MOTION PREVAILED.

HF944 (Dean) Supplemental Nutrition Assistance Program terminology corrected.

Representative Dean moved HF944 be recommended to be re-referred to the General Register.

Representative Dean renewed his motion that HF944 be recommended to be re-referred to the General Register. THE MOTION PREVAILED.
