MINUTES


Representative Schomacker, Chair of the Health and Human Services Reform Committee, called the meeting to order at 8:20 a.m. on Thursday, February 9, 2017, in Room 200 of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

HF737 (Peterson) Mental health innovation grant program established, mental health innovation account established in the special revenue fund, and money appropriated.

Testimony was heard regarding HF737.

Dr. Paul Goering, Vice President, Allina Mental Health.


A quorum was present at 8:26 a.m. Representative Schomacker officially called the meeting to order at 8:26 a.m.

Representative Olson moved to approve the minutes from February 7, 2017. THE MOTION PREVAILED.


Representative Peterson moved HF737 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Testimony continued on HF737.

Angie Youngerberg, Director of Business Operations, Blue Earth County.

Representative Peterson renewed her motion that HF737 be recommended to be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.


HF155 (Gruenhagen) Medical care and health insurance expenditure subtraction allowed.

Representative Gruenhagen moved HF155 be recommended to be re-referred to the Committee on Taxes.

Representative Gruenhagen moved the A1 Amendment. THE AMENDMENT WAS ADOPTED.

Testimony was heard regarding HF155, as amended.

John Tyler, Co-owner, Boys and Tyler Financial Group, Inc.

Representative Gruenhagen renewed his motion that HF155, as amended, be recommended to be re-referred to the Committee on Taxes. THE MOTION PREVAILED.


HF529 (Zerwas) Interactive video for targeted case management allowed.

Representative Schomacker moved HF529 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Testimony was heard regarding HF529.

Representative Schomacker renewed his motion that HF529 be recommended to be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.


HF518 (Zerwas) Complex pediatric home care nursing category established for home care nursing services, and payment rate for home care nursing services increased.

Representative Schomacker moved HF518 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Representative Zerwas testified on HF518.

Representative Schomacker renewed his motion that HF518 be recommended to be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.


HF351 (Hertaus) Supplemental payments from gross revenues that are subject to the provider tax exempted.

Representative Schomacker moved HF351 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Testimony was heard regarding HF351.

Tom Pursell, Assistant County Attorney, Hennepin County Attorney’s Office.

Representative Schomacker renewed his motion that HF351 be recommended to be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.


HF656 (Lucero) Health insurance premium subtraction provided.

Representative Schomacker moved HF656 be recommended to be re-referred to the Committee on Taxes.

Representative Schomacker renewed his motion that HF656 be recommended to be re-referred to the Committee on Taxes. THE MOTION PREVAILED.
