MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, called the meeting to order at 8:16 AM on February 9, 2017, in room 10 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Jessup moved the minutes from February 7, 2017, be approved. THE MOTION PREVAILED.

HF836 (Erickson): Character development education responsibilities modified.

Representative Erickson moved to re-refer HF836 to the General Register.

Representative Erickson gave an overview of HF836.

Presentations:

Ed Graff, Superintendent of Minneapolis Public Schools, gave an overview of the Minneapolis Public School demographics and socio-economic factors, and how they relate to the education of students.

Michael Thomas, Chief of Schools, gave an overview on initiatives used by Minneapolis Public Schools to engage students more broadly through cultural linguistics and student support plans.

Adosh Unni, Director of Government Relations Minnesota Department of Education, answered question regarding to student remediation rates for college level classes upon high school graduation.

Josh Downham, Minneapolis Public Schools, spoke on mental health grant availability in the Minneapolis Public Schools.

Dr. John Thein, Superintendent of Saint Paul Public Schools, gave an overview of the Saint Paul Public School demographics.

Amy Ensign, Teacher at Johnson Senior High School, shared her experience as a public school teacher in Saint Paul Public Schools and the student leadership program at Johnson HS.
Ciashia Shiongyai, Student at Johnson Senior High School, shared her experience in the Johnson student leadership program and the positive results amongst students it has fostered.

Marika Pfefforkorn, Co-Chair of the Student Discipline Work Group, spoke on findings by the work group, data regarding exclusionary discipline, and shared restorative recommendations.

Cristin Craig, Dean of Students Hiawatha College Prep and Student Discipline Work Group, spoke on restorative practices in student-teacher relations and how it should help shape discipline practices.

Carol Quinn, Minnesota School Social Workers and Student Discipline Work Group, shared her experience as a social worker and the importance that support provides.

The meeting adjourned at 10:00 AM.
