MINUTES

Representative Peggy Scott, Chair of the Civil Law and Data Practices Policy Committee, called the meeting to order at 8:17 AM, on March 29th, 2018 in the Basement Hearing Room of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Loonan moved the minutes from March 22nd, 2018. THE MINUTES WERE APPROVED.

HF 3398 (Zerwas): Health commissioner use of all-payer claims data to analyze health care costs, quality, utilization, and illness burdens date restriction changed, and definitions added.

Representative Scott moved the HF 3398 and re-referred it to the General Register.

Representative Scott moved the HF 3398A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Scott offered an oral amendment. Page 1, line 10, delete or a third party
Page 1, line 11, delete administrator of such a self-insurer to the HF3398A2 amendment. THE AMENDMENT WAS INCORPORATED.

Representative Scott moved the HF3398A2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Scott moved the HF3398A2 amendment, as incorporated. THE AMENDMENT WAS ADOPTED.

Representative Smith moved that HF 3822 be re-referred to the Health and Human Services Finance Committee. THE MOTION PREVAILED.

HF 4227 (Schomacker) Minnesota Health Policy Commission established, Nurse Licensure Compact enacted, Nurse Licensure Compact clarified to existing laws, and money appropriated.

Representative Scott moved that HF 4227 be re-referred to the Health and Human Services Finance Committee.

Representative Scott moved the HF4227A2 amendment. THE AMENDMENT WAS INCORPORATED.

Representative Scott moved the HF4227DE1, as amended, amendment. THE AMENDMENT WAS ADOPTED.

Representative Vogel moved that HF 3833 be re-referred to the General Register.

Representative Scott offered an oral amendment to the HF3833A5 amendment. Page 1, line 5, before "person" insert "interested" THE AMENDMENT WAS INCORPORATED.

Representative Scott moved the HF3833A5 amendment. THE AMENDMENT WAS ADOPTED.

Representative Vogel renewed his motion that HF 3833, as amended, be re-referred to the General Register. THE MOTION PREVAILED.

HF 3837 (O’Driscoll): Disclosure, independent expenditures, noncampaign disbursements, reporting requirements, coordinated and noncoordinated expenditures, and other campaign finance provisions amended; and new definitions added.

Representative Loonan moved that HF 3837 be re-referred to the General Register.
