TRANSPORTATION POLICY AND FINANCE COMMITTEE
MINUTES

Representative Tim Kelly, Co-Chair of the Joint Transportation Policy and Finance Committee, began the twenty-ninth meeting at 12:51 PM on March 14, 2016 in Room 5 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Kelly began the meeting at 12:51 PM.

James Nobles, Minnesota Legislative Auditor, and David Kirchner, Evaluation Manager with the Minnesota Legislative Auditor’s office presented the findings in a legislative program evaluation on the Minnesota Department of Transportation (MnDOT) project selection process.

Charles A. Zelle, Commissioner of the Minnesota Department of Transportation, and Mark Gieseke, Director of the MnDOT Office of Transportation Management, responded to the program evaluation performed by the Minnesota Legislative Auditor.

Representative Kelly recessed the joint committee at 2:54 PM.

Representative Kelly called the House Transportation Policy and Finance Committee meeting to order at 5:08 PM.

Representative Sanders moved to approve the minutes of April 23, 2015. THE MOTION PREVAILED.

Representative Sanders moved to approve the minutes of February 15, 2016. THE MOTION PREVAILED.

HF1732 (Smith) Metropolitan Council required to consult with the Transportation Accessibility Advisory Committee on procurements.

Representative Kelly moved HF1732 be re-referred to the committee on Ways and Means.

Representative Kelly moved the H1732DE1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Kelly moved the following oral amendment: On P.3 L. 9 delete everything after “2”, P.3 L. 10, delete everything before the period, P.3 delete subdivision 7. THE ORAL AMENDMENT WAS ADOPTED.

Laura Bordelon, Minnesota Chamber of Commerce, testified in support of HF1732.

Twila Brase, President of Citizens Council for Health Freedom, testified in opposition to HF1732.

Tim Nolan, We the People, testified in opposition to HF1732.

Representative Drazkowski moved the following oral amendment: On P.1 L. 18 delete “under”, P.1 L.19 delete “subdivision 7”. THE ORAL AMENDMENT WAS ADOPTED.

Representative Kelly renewed his motion to re-refer HF1732, as amended, to the committee on Ways and Means. THE MOTION PREVAILED.
The meeting was adjourned at 5:57 PM.

NOTE: THIS IS NOW A JOINT HEARING WITH SENATE TRANSPORTATION COMMITTEE

Minnesota Legislative Auditor James Nobles and his staff will present the findings in a newly released legislative program evaluation on the Minnesota Department of Transportation (MNDOT) project selection process.

This Program Evaluation audit will not be released to the public until after 9 am on the date of the hearing. We will post the copy of the program evaluation report as it becomes available. Hard copies of the report will also be available to the public at the hearing.

HF1732will be the vehicle bill for legislative changes to the prohibition on Real ID planning by the Department of Public Safety. The delete-all amendment will be posted.
