MINUTES

Representative Greg Davids, Chairman of the Taxes Committee, began the meeting at 10:15 AM on March 29, 2016 in Room 200 of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

Chair Davids officially called the meeting to order at 10:26 AM. A quorum was present.


Chair Davids moved House File 2876 to be laid over for possible inclusion in the Taxes Omnibus Bill.

Chair Davids moved the H2876A1 Amendment. THE AMENDMENT WAS ADOPTED.

Chair Davids moved the H2876A2 Amendment. THE AMENDMENT WAS ADOPTED.

Todd Mikkelson, Owner of the RM Group LLC, testified to House File 2876 as amended.

Paul Cummings, Tax Policy Manager at Minnesota Department of Revenue, testified to House File 2876 as amended.

Jenny Star, Assistant Commissioner at Minnesota Department of Revenue, testified to House File 2876 as amended.

Chair Davids renewed his motion and moved House File 2876 as amended to be laid over for possible inclusion in the Taxes Omnibus bill.


Chair Davids moved House File 2272 to be laid over for possible inclusion in the Taxes Omnibus Bill.

Representative Mary Franson testified to House File 2272.

Tami Bredeson, President of Carlos Creek Winery, testified to House File 2272.

Representative Jim Davnie moved to incorporate the following oral amendment to the H2272A3 amendment: On P. 1, L. 6, change “or an out of state” to “a qualifying” and change “that,” to “for the purposes of this subdivision.” THE AMENDMENT WAS INCORPORATED.

Representative Jim Davnie moved to incorporate the following oral amendment to the H2272A3 amendment: On P. 1, L. 7, delete “table, sparkling, or fortified” THE AMENDMENT WAS INCORPORATED.

Chair Davids moved the H2272A3 Amendment. THE AMENDMENT WAS ADOPTED.

Chair Davids renewed his motion and moved House File 2272 as amended to be laid over for possible inclusion in the Taxes Omnibus bill.


Chair Davids moved House File 2505 to be laid over for possible inclusion in the Taxes Omnibus Bill.

Representative Sheldon Johnson testified to House File 2505.

Tom Dimond with DFL Veteran Caucus testified to House File 2505.

John Wexler with DFL Veterans Caucus testified to House File 2505.

Jerry Keyser, Vice Chairman of the United Veterans Legislative Council and Co-Chairman of the Military Action Group, testified to House File 2505.

Joseph Cherra, citizen testifier, testified to House File 2505.

Chair Davids renewed his motion and moved House File 2505 to be laid over for possible inclusion in the Taxes Omnibus bill.
