MINUTES

Representative Davids, Chair of the Tax Committee, began the meeting at 10:15 A.M. on April 8th, 2015, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Davids began the meeting at 10:15. A quorum was NOT present.

A quorum was present at 10:23 and the meeting was called to order.

Representative Davids moved that HF1628 come before the committee.

HF1628 Quam: Durable medical equipment and supply exemptions modified, refunds provided, and money appropriated.

Representative Quam and Sarah Anderson of MAMES and Key Medical Supply, testified on HF1628, first engrossment.

Representative Davids moved that HF1628 be laid over for possible inclusion in the omnibus tax bill.

Representative Lenczewski moved that HF1985 come before the committee.

HF1985 Lenczewski: Sales tax; June accelerated payments repealed.

Representative Lenczewski testified on HF1985, first engrossment.

Representative Lenczewski moved that HF1985 be laid over for possible inclusion in the omnibus tax bill.

Representative McDonald moved that HF2019 come before the committee.

HF2019 McDonald: Annual city celebration sales tax exemption provided.

Representative McDonald, Alex Roeser of the Delano 4th of July Celebration Committee, Jack Lynch of the Delano 4th of July Celebration Committee, and Paul Cumings of the Minnesota Department of Revenue, testified on HF2019, first engrossment.

Representative McDonald moved that the H2019A2 amendment be adopted. THE MOTION PREVAILED.

Representative Carlson moved to orally amend HF2019 as follows:
Page 1, line 12, delete “with a”
Page 1, line 13, delete “population of less than 10,000”
THE MOTION PREVAILED.

Representative McDonald moved that HF2019, as amended, be laid over for possible inclusion in the omnibus tax bill.

Representative Simonson moved to approve the minutes from April 7th, 2015. THE MOTION PREVAILED.

Representative Knoblach moved that HF2134 come before the committee.

HF2134 Knoblach: Nonprofit BMX track admissions exempted from sales tax.

Representative Knoblach and Mark Post of Pineview Park BMX, testified on HF2134, first engrossment.

Representative Knoblach moved that HF2134 be laid over for possible inclusion in the omnibus tax bill.

Representative Davids moved that HF1704 come before the committee.

HF1704 Youakim: Eligibility for grants from revenue generated by lottery in lieu tax modified.

Representative Youakim and Bob Meier, Assistant Commissioner of the Minnesota Department of Natural Resources, testified on HF1704, first engrossment.

Representative Davids moved that HF1704 be laid over for possible inclusion in the omnibus tax bill.

Representative McDonald moved that HF2017 come before the committee.

HF2017 McDonald: Digital products sales tax repealed.

Representative McDonald and Stephen Kranz of McDermott Will & Emery, testified on HF2017, first engrossment.

Representative McDonald moved that HF2017 be laid over for possible inclusion in the omnibus tax bill.

Representative Davids moved that HF1478 come before the committee.

HF1478 Garofalo: Metropolitan area sales tax base modified.

Hennepin County Commissioner Peter McLaughlin and Dakota County Commissioner Nancy Schouweiler, testified on HF1478, first engrossment.

Representative Davids moved that HF1478 be laid over for possible inclusion in the omnibus tax bill.
