MINUTES

Representative Mack, Chair of the Health and Human Services Reform Committee, called the meeting to order at 2:50 P.M. on February 4th, 2015, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Mack called the meeting to order at 2:50 P.M. A quorum was present.

Representative Schomacker moved that the minutes, as amended, of February 3rd, 2015 be approved. THE MOTION PREVAILED.

Representative Mack moved H.F. 188 be re-referred to the Committee on Civil Law and Data Practices.

Representative Newberger presented H.F. 188.

Testifying on H.F. 188 was Twila Brase, Citizen’s Council for Health Freedom, and Rick Heller, Twice Exceptional and Print Disability.

Representative Mack renewed her motion for H.F. 188 to be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

Representative Mack moved H.F. 189 be re-referred to the Committee on Health and Human Services Finance.

Representative Davids presented H.F. 189.

Testifying on H.F. 189 was Buck McAlpin from the Minnesota Ambulance Association.

Representative Mack renewed her motion for H.F. 189 to be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Mack moved H.F. 213 be re-referred to the Committee on Health and Human Services Finance.

Testifying on H.F. 213 was Sue Abderholden, co-chair of the Non-Emergency Medical Transportation Advisory Committee, additional comments from Buck McAlpin.
Representative Mack renewed her motion for H.F. 213 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Schomacker moved H.F. 380 be re-referred to the Committee on Health and Human Services Finance.

Representative Schomacker presented H.F. 380.

Representative Schomacker moved the A2 amendment be adopted. THE MOTION PREVAILED.

Testifying on H.F. 380 was Buck McAlpin, Minnesota Ambulance Association.

Representative Schomacker renewed his motion for H.F. 380 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Vice-Chair Roz Peterson assumed the gavel at 3:29 P.M.

Representative Mack moved H.F. 261 be re-referred to the Committee on Health and Human Services Finance.

Testifying on H.F. 261 was Steve Koering, Fire Chief of St. Louis Park Fire Department, Buck McAlpin, Minnesota Ambulance Association, and Carrie Mortrud, Registered Nurse speaking on behalf of Minnesota Nurses Association.

Representative Mack renewed her motion for H.F. 261 be re-referred to the Committee on Health Human Services Finance. THE MOTION PREVAILED.

Chair Mack assumed the gavel at 4:11 P.M.

Representative Backer moved H.F. 423 be re-referred to the General Register.

Representative Backer moved the A1 amendment be adopted. THE MOTION PREVAILED.

Representative Backer presented H.F. 423.

Testifying on H.F. 423 was Buck McAlpin, Minnesota Ambulance Association, and J.B. Guiton, Interim Chair for Emergency Medical Services, Woodbury Public Safety.

Representative Backer renewed his motion for H.F. 423, as amended, be re-referred to the General Register. THE MOTION PREVAILED.
