GOVERNMENT OPERATIONS & ELECTION POLICY
MINUTES

Representative Sanders, Chair of the Government Operations and Election Policy, called the meeting to order at 10:31 AM on February 3, 2015 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Theis moved to approve the minutes from January 29th 2015.

THE MOTION PREVAILED

HF 329 (Dettmer) State employees assaulted by inmates or patients provided continued insurance contributions.

The following testified on HF 329:
Richard Kolodziejski – Minnesota Association of Professional Employees Director of Public Affairs
Bob Dettmer – State Representative
Bruce Anderson – State Employee Group Insurance Program Acting Director

Chair Sanders moved that HF 329 be recommended to pass and re-referred to the Committee on Public Safety and Crime Prevention Policy and Finance.

THE MOTION PREVAILED

The Committee heard a presentation on HF 230 (Johnson) Gubernatorial approval required of a law proposing a constitutional amendment before it is submitted to the voters, legislative override of governor's veto of law proposing constitutional amendment provided, and constitutional amendment proposed.

The Committee heard a presentation on HF 103 (Norton) Minnesota Constitution; amendment method changed, and constitutional amendment proposed.

Testifying: Kim Norton – State Representative

The Committee heard a presentation on HF 208 (Gruenhagen) Public fund usage to promote or defeat ballot question prohibited.
