ENVIRONMENT AND NATURAL RESOURCES POLICY AND FINANCE COMMITTEE

MINUTES

Representative McNamara, Chair of the Environment and Natural Resources Policy and Finance Committee, began the meeting at 8:15AM, on April 7th, 2016, in Room 5 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative McNamara called the meeting to order at 8:15AM. A quorum was present.

Representative Rarick moved to adopt the minutes from April 6th, 2016. THE MINUTES WERE APPROVED.

HF1412 (Fabian) Electronic waste management provisions modified.

Representative Fabian moved HF1412 be re-referred to the committee on Ways and Means.

Representative Fabian moved to adopt H1412DE6 amendment. THE AMENDMENT WAS ADOPTED.

Walter Alcorn, Consumer Technocology Association, John Helmers, Olmsted County Environmental Resources Director, Liz Workman, Dakota County Commissioner and Solid Waste Management Coordinating Board, and Kirk Koudelka, Minnesota Pollution Control Agency testified on HF1412.

Representative Fabian renewed the motion that HF1412, as amended, be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF3783 (Fabian) Expediated environmental review billing option provided.

Representative Fabian moved HF3783 be re-referred to the Committee on Ways and Means.

Representative Fabian moved to adopt the H3783DE3 amendment. THE AMENDMENT WAS ADOPTED.

Greta Gauthier, Legislative Director, Minnesota Pollution Control Agency and Tony Kwilas, Minnesota Chamber of Commerce testified on HF3783.

Representative Fabian renewed the motion that HF3783, as amended, be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF2842 (McNamara) Nonwoven disposable product labeling provided.

Representative McNamara moved HF2842 be re-refered to the Committee on Commerce and Regulatory Reform.

Greta Gauthier, Legislative Director, Minnesota Pollution Control Agency, Craig Johnson, League of Minnesota Cities, Tony Kwilas, Minnesota Chamber of Commerce, Nick Egger, Public Works Director, City of Hastings, and Joel Schilling, City Councilmember, City of Mahtomedi testified on HF2842.

Representative McNamara moved HF2842 be laid over.

HF2528 (Hackbarth) David Dill memorial trail established, and money appropriated.

Representative Hackbarth moved HF2528 be re-referred to the Committee on Ways and Means.

Representative Hackbarth renewed to the motion that HF2528 be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF2844 (Hackbarth) Off-road vehicle provisions modified, David Dill memorial trail provided, receipt disposition modified, report requirements modified, game and fish penalty and enforcement provisions modified, game and fish taking fees and requirements modified, commissioner’s duties modified, elk management provided, rulemaking required, criminal penalties provided, and money appropriated.

Representative Hackbarth moved HF2844 be re-referred to the Committee on Ways and Means.

Representative Fischer moved to adopt the H2844A6 amendment.
