MINUTES

Representative McNamara, Chair of the Environment & Natural Resources Committee, called the meeting to order at 8:18 a.m. on March 19, 2015 in Hearing Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Hancock moved to approve the minutes of March 18, 2015.
THE MOTION PREVAILED.

Representative Fischer moved HF 1557 (Dean) White Bear Lake water level augmentation study and proposals required, for possible inclusion to an omnibus bill.

Representative Fischer moved to orally amend HF 1557 as follows:
Line 1.7, after the second comma insert “the Metropolitan Council,”.

Testifying on HF 1557 were:
Judd Schetnan, Government Affairs Director, Metropolitan Council;
Bob Meier, Assistant Commissioner, DNR.

Representative Fischer renewed his motion that HF 1557, as amended, be laid over for possible inclusion to an omnibus bill.

Representative McNamara moved HF 1329 (McNamara) Invasive species provisions modified, temporary water surface use controls in construction areas provided, state parks and trails provisions modified, fire training requirements modified, auxiliary forest provisions modified, forest bough account modified, recreational vehicle provisions modified, review of grant-in-aid applications provided, and authority to issue water use permits modified, to pass and be moved to the General Register.

Representative McNamara moved the H1329A6 amendment.

Representative Dill moved to orally amend HF 1329 as follows:
On page 5, line 5.20, after the second “the” insert “right shoulder or the”.

Testifying on HF 1329 were:
Bob Meier, Assistant Commissioner, DNR;
Anne Pierce, Section Manager, DNR;
Col. Rodman Smith, DNR.

Representative McNamara renewed his motion that HF 1329, as amended, pass and be sent to the General Register.

Representative Torkelson moved HF 1931 (Torkelson) Sustainable forest incentive program requirements modified, forest management plan registration and annual verification provided and eligibility requirements certified, aquatic invasive species aid certification required, and obsolete provisions for sustainable forest incentive program payments eliminated, be passed and re-referred to the Committee on Taxes.

Testifying on HF 1931 was:
Paul Cumings, Tax Policy Manager, Minnesota Department of Revenue.

Representative Fabian assumed the chair at 8:34 a.m.
Chair McNamara assumed the chair at 8:37 a.m.

Representative Torkelson renewed his motion that HF 1931, as amended, pass and be sent to the Committee on Taxes.

The meeting was adjourned at 9:46 a.m.
