MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, began the meeting at 8:15 AM on March 24, 2015, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:18 AM and the meeting was called to order.


Representative Jeff Howe testified to House File 704 (A bill for an act relating to education; modifying certain enrollment options provisions; amending Minnesota Statutes 2014, section 124D.09, subdivision 10).


Representative Roz Peterson moved to approve the minutes of March 19, 2015. THE MOTION PREVAILED.


Chair Sondra Erickson moved House File 704 to be re-referred to the Committee on Higher Education.

John Palmer, citizen testifier, testified in favor of House File 704.

Kay Sebastian, Director of Senior to Sophomore program at St. Cloud State University testified with concerns about House File 704.

Dr. Kevin Haglin, Professor of Physics and Chairperson of the Department of Physics and Astronomy, Senior to Sophomore Faculty Partner at St. Cloud State University, testified to House File 704.

Representative Peggy Bennett assumed the gavel at 8:31 AM.

Representative Bennett laid over House File 704.


Representative Bennett moved House File 809 before the committee.

Representative Bob Gunther testified to House File 809 (A bill for an act relating to rural workforce development; providing for rural workforce system coordinators; requiring reports; appropriating money for rural workforce system coordinators; appropriating money for the Minnesota youth program; proposing coding for new law in Minnesota Statutes, chapter 116L).

Representative Bennett modified her motion and moved House File 809 to be re-referred to the Committee on Job Growth and Energy.

Anne Kilzer, Director of Minnesota Workforce Council Association, testified to House File 809.

Representative Barb Yarusso motioned for an oral amendment.

Representative Yarusso withdrew her motion for an oral amendment.

Representative Bennett modified her motion and re-referred House File 809 to the Committee on Education Finance

Chair Erickson re-assumed the gavel at 9:27 AM.


Representative Ron Kresha moved House File 1709 to be re-referred to the Committee on K12 Finance.

Representative Mary Murphy testified to House File 1709 (A bill for an act relating to education; providing for full-service community schools; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 124D).

Kathy Bogen, Founding Member of the Myers-Wilkins Community School Collaborative, testified in favor of House File 1709.

Lucreshia Grant, Myers-Wilkins Community School Collaborative Hillside Youth Theatre Alumnus, testified in favor of House File 1709.

Stephanie Heilig, Principal of Myers-Wilkins Community School Collaborative, testified in favor of House File 1709.

Chair Erickson renewed the Kresha motion and re-referred House File 1709 to the Committee on Education Finance.


Representative Rena Moran moved House File 1428 to be re-referred to the Committee on Education Finance.

Representative Moran moved the H1428A2 Amendment to House File 1428. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Moran testified to House File 1428 as amended. (A bill for an act relating to education; qualifying certain homeless children for early educational services; amending Minnesota Statutes 2014, section 125A.02, subdivision 1a).

Peggy Flanagan, Executive Director of Children’s Defense Fund Minnesota, testified in favor of House File 1428 as amended.

Dr. Ann Masten, Regents Professor at University of Minnesota, testified to House File 1428 as amended.

Sharon Henry-Blythe with Family Housing Fund testified to House File 1428 as amended.

Chair Erickson moved the H1428A1 Amendment to House File 1428. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Erickson renewed the Moran motion and re-referred House File 1428 as amended to the Committee on Education Finance.


The meeting was adjourned at 10:02 AM.
