MINUTES

Representative Joe Hoppe, Chair of the Commerce and Regulatory Reform Committee, started the meeting at 2:49 PM on March 10, 2015 in the Basement Hearing Room of the State Office Building. A quorum was not present.

HF 1502 (Schultz) An intoxicating liquor license authorized for a golf course.

Representative Schultz testified on HF1502.

Chair Hoppe called the meeting to order at 2:56 PM. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Davids moved HF1502 for possible inclusion in the omnibus liquor bill.

Daniel Fanning, Communications and Policy Director, Mayor’s Office, City of Duluth, testified in favor of the bill.

Patrick McCormack. Director, House Research, testified regarding why a liquor license cannot be granted independently by the City of Duluth.

Chair Hoppe laid HF1502 over for possible inclusion in an omnibus bill.

HF 1026 (Erickson) Mille Lacs County; municipal enforcement requirements of State Building Code modified.

Representative Swedzinski moved HF1026.

Representative Erickson testified on HF1026.

David Oslin, Mille Lacs County Commissioner, testified in favor of the bill.

Michele McPhearson, Land Services Director, Mille Lacs County and County Recorder/Register of Titles, Mille Lacs County, testified in favor of the bill.

Representative Swedzinski moved HF 1026 be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance. THE MOTION PREVAILED.

Representative Applebaum moved approval of the minutes from March 4, 2015. THE MOTION PREVAILED.

HF 539 (Theis) A Six-year cycle for construction code adoption and 12-month implementation period adopted, free copies of construction codes required, and International Residential Code effective date delayed.

Representative Theis moved that HF539 be re-referred to the Committee on Job Growth & Energy Affordability Policy and Finance.

Representative Theis moved the A15-0150 Amendment. THE MOTION PREVAILED.

Craig Schoenberg, Schoenberg Construction and Central Minnesota Builders Association President, testified in favor of the bill.

Lisa Frenette, representing the American Chemistry Council, testified regarding the bill.

HF 864 (Sanders) Response or incident data regulated, administrative penalty for insurance fraud provided, and process of de-authorization of the right of health care providers to receive payments created.

Representative Sanders moved HF864 be re-referred to the Committee on Civil Law and Data Practices.

Representative Sanders moved the H0864DE1 amendment. THE MOTION PREVAILED.

HF 1509 (Nash) Microdistilleries allowed to sell bottles at off-sale.

HF 1466 (Loonan) Microdistilleries authorized to make off-sales and self-distribute, and microdistilleries authorized to obtain temporary licenses for social events.

Joel and Emily Vikre, Co-Founders Vikre Distillery, Duluth Minnesota, testified in favor of the bill.

Chair Hoppe laid HF1466 over for possible inclusion in an omnibus bill.

HF 962 (Franson) Microdistillery bottle sales allowed.
