MINUTES

Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 8:38 A.M. on Tuesday, April 8, 2014, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Huntley moved approval of the minutes of Monday, April 7, 2014. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Budget Resolution Adopted by the Ways and Means Committee March 4, 2014, Amended by the Ways and Means Committee March 17, 2014, Amended by the Ways and Means Committee, Amended by the Ways and Means Committee March 31, 2014. (See attached document

Rep. Carlson moved to amend the CS-RES06-2 Budget Resolution. (See attached Amendment CS-RES06A7).

Rep. Carlson explained Amendment CS-RES06A7.

Bill Marx, Fiscal Analyst, explained the Amendment CS-RES06A7.

A discussion followed regarding Amendment CS-RES06A7.

Rep. Carlson renewed the motion to amend the CS-RES06-2 Budget Resolution with Amendment CS-RES06A7). THE MOTION PREVAILED.

Chair Carlson moved that HF2852, Third Engrossment, be recommended to be placed on the General Register.

Chair Carlson moved to amend HF2852, Third Engrossment, as amended. (See attached amendment H2852A21). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Huntley moved to amend HF2852, Third Engrossment, as amended. (See attached amendment H2852A23).

Bob Meier, Assistant Commissioner, Minnesota Department of Natural Resources, responded to questions regarding the proposed Amendment H2852A23.


Rodmen E Smith, Assistant Director of Enforcement, Minnesota Department of Natural Resources, responded to questions regarding the proposed Amendment H2852A23.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Dill presented HF2852, Third Engrossment, as amended (Dill) Game and Fish Bill.

Chair Carlson renewed the motion that HF2852, Third Engrossment, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.

Chair Carlson moved that HF2752, First Engrossment, be recommended to be placed on the General Register.

Rep. Masin presented HF2752, First Engrossment (Masin) Metropolitan Council required to adopt standards for light rail vehicles, and Transportation Accessibility Advisory Committee review of vehicle standards required.

Judd Schetnan, Government Affairs Director, Metropolitan Council, responded to questions regarding HF2752, First Engrossment.

Chair Carlson renewed the motion that HF2752, First Engrossment, be recommended to be placed on the General Register. THE MOTION PREVAILED.

Chair Carlson moved that HF2728 be recommended to be placed on the General Register.

Rep. Simonson presented HF2728 (Simonson) DPS Agency Bill, Federal Conformity.

Pat McCormack, Director, Driver and Vehicle Services, Minnesota Department of Public Safety, responded to questions regarding HF2728.

Chair Carlson renewed the motion that HF2728 be recommended to be placed on the General Register. THE MOTION PREVAILED.

Rep. Simon moved that HF2925, First Engrossment, be recommended to be placed on the General Register.

Rep. Simon moved to amend HF2925, First Engrossment. (See attached amendment H2925A1).

Bill Marx explained the proposed Amendment H2925A1.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Simon presented HF2925, First Engrossment, as amended (Lesch) Exonerated persons compensated.

Elizabeth Emerson, Director of Government Relations, Goff Public, responded to questions regarding HF2925, First Engrossment, as amended.

Rep. Simon renewed the motion that HF2925, First Engrossment, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.
