MINUTES

Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 10:04 A.M. on Friday, March 28, 2014, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Mariani moved approval of the minutes of Monday, March 24, 2014. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Holberg presented HF2120, First Engrossment, (Holberg) Data Practices and Personal Data Privacy Legislative Commission created.

Rep. Holberg renewed the motion that HF2120, First Engrossment, be recommended to be placed on the General Register. THE MOTION PREVAILED.

Chair Carlson moved HF3172.

Chair Carlson presented HF3172 (Carlson) Supplemental appropriations bill.

Rep. Pelowski presented HF3144 (Pelowski) Minnesota State Colleges and Universities Board of Trustees funding provided for compensation costs associated with the settlement of employment contracts, and money appropriated.

Rep. Pelowski moved to amend HF3172 by deleting everything after the enacting clause and insert the contents of HF3144. THE MOTION PREVAILED.

Rep. Mahoney moved to amend HF3172, as amended, and insert the contents of HF2976, First Engrossment.

Rep. Mahoney moved to amend HF 2976, First Engrossment. (See attached Amendment H2976A35) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Mahoney moved to amend HF 2976, First Engrossment, as amended (See attached Amendment H2976A37) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Mahoney presented HF2976, First Engrossment, as amended (Mahoney) Supplemental Jobs and Economic Development Finance bill.


Rep. Clark moved to amend HF 2976, First Engrossment, as amended (See attached Amendment H2976A30) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Mahoney renewed the motion to amend HF3172, as amended, by inserting the contents of HF2976, First Engrossment, as amended, as separate articles on Jobs and Economic Development. THE MOTION PREVAILED.

Rep. Paymar moved to amend HF3172, as amended, and insert the contents of HF3273, First Engrossment, into HF3172, as amended.

Rep. Paymar moved to amend HF3273, First Engrossment. (See attached Amendment H3273A3) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Paymar moved to amend HF3273 First Engrossment, as amended. (See attached Amendment RA14-196)

Dana L. Gotz, Public Safety Department, explained the proposed Amendment RA14-196.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Pelowski moved to amend HF3273, First Engrossment, as amended. (See attached Amendment H3273A4) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Paymar presented HF3273, First Engrossment, as amended. (Paymar) Supplemental Public Safety Finance bill.

Rep. Paymar renewed the motion to amend HF3172, as amended, by inserting the contents of HF3273, First Engrossment, as amended, as separate articles on Public Safety. THE MOTION PREVAILED.

Rep. Hornstein moved to amend HF3172, as amended, by inserting the contents of HF3260, First Engrossment.

Rep. Hornstein moved to amend HF3260, First Engrossment. (See attached Amendment H3260A13) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hornstein presented HF3260, First Engrossment, as amended (Hornstein) Supplemental Transportation Finance bill.

Rep. Hornstein renewed the motion to amend HF3172, as amended, by inserting the contents of HF3260, First Engrossment, as amended, as separate articles on Transportation. THE MOTION PREVAILED.

HF3172, as amended, was laid over.

Nancy Conley, Committee Administrator, announced the upcoming calendar.
