MINUTES

Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 9:00 A.M. on Friday, April 12, 2013, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Atkins moved approval of the minutes of Thursday, April 11, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

A discussion was held regarding the CS-RES04-2 Budget Resolution adopted by the Ways and Means Committee on April 10, 2013.

Rep. Carlson moved to amend CS-RES04-2, Budget Resolution. (See attached Amendment
CS-RES04-A2).

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hilstrom moved that HF1160, First Engrossment, be recommended to pass and placed on the General Register.

Rep. Hilstrom moved to amend HF1160, First Engrossment. (See attached amendment H1160A6). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hilstrom moved to amend HF1160, First Engrossment. (See attached amendment H1160A7). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hilstrom presented HF1160, First Engrossment, as amended (Hilstrom) Omnibus Judiciary Finance and Policy Bill.

Rep. Hilstrom renewed the motion that HF1160, First Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Wagenius moved that HF976, First Engrossment, be recommended to pass and placed on the General Register.

Rep. Wagenius moved to amend HF976, First Engrossment. (See attached amendment H0976A21). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Wagenius presented HF976, First Engrossment, as amended, (Wagenius) Omnibus Environment, Natural Resources and Agriculture Finance and Policy Bill.

Bill Marx, Fiscal Analyst, responded to questions regarding HF976, First Engrossment, as amended.

Brad Hagemeier, Fiscal Analyst, was available for questions regarding HF976, First Engrossment, as amended.

Bob Meier, Director, Policy & Government Relations, Minnesota Department of Natural Resources, responded to questions regarding HF976, First Engrossment, as amended.

Rep. Wagenius renewed the motion that HF976, First Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Kahn moved that HF1183, First Engrossment, be recommended to pass and re-referred to the Committee on Rules and Legislative Administration.

Rep. Kahn moved to amend HF1183, First Engrossment. (See attached amendment H1183A51

Bob Meier responded to questions regarding the proposed Amendment A13-0457.

There were 13 Ayes, 9 Nays, 8 excused, 3 absent and 1 Abstained. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Kahn presented HF1183, First Engrossment, as amended (Kahn) Legacy Omnibus Bill.

Rep. Kahn renewed the motion that HF1183, First Engrossment, as amended, be recommended to pass and re-referred to the Committee on Rules and Legislative Administration. THE MOTION PREVAILED.

Rep. Atkins moved that HF568, First Engrossment, be recommended to pass and placed on the General Register.

Rep. Hansen moved to amend HF568, First Engrossment. (See attached amendment H0568A4). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hansen presented HF568, First Engrossment, as amended (Hansen) Personal sick leave benefits modified.

Rep. Atkins renewed the motion that HF568, First Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
