MINUTES

Representative Liebling, Chair of Committee on Health and Human Services Policy, called the meeting to order at 2:22 pm, March 18, 2014 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Abeler moved that HF1992 (Dehn) be recommended to be re-referred to the Health and Human Services Finance Committee.

Representative Abeler moved the H1992A3 amendment. Motion prevailed. Amendment adopted.

Representative Dehn presented information on HF1992 and the following individuals testified:

Representative Loeffler moved the H1992A4 amendment.

Representative Abeler requested a division of the H1992A4 amendment as follows: divide the amendment into sections line 1.1 through 1.3 and line 1.4 through 1.18.
Line 1.1 through 1.3, the division was not adopted.
Line 1.4 through 1.18, the division was adopted.

Representative Abeler renewed his motion that HF1992 be re-referred as amended to the Health and Human Services Finance Committee. Motion prevailed.

Chair Liebling moved that HF1479 (Isaacson) be recommended to be re-referred to the Health and Human Services Finance Committee.

Chair Liebling moved the H1479DE1-1 amendment. Motion prevailed. Amendment adopted.

Representative Isaacson presented information on HF1479 and the following individuals testified:

Chair Liebling renewed her motion that HF1479 be recommended to be re-referred to the Health and Human Services Finance Committee. Motion prevailed.

At 3:32 Representative Ward, JoAnn assumed the gavel.

Chair Ward moved that HF2556 (Newton) be recommended to be re-referred to the Health and Human Services Finance Committee.

Representative Newton presented information on HF2556.

Chair Ward renewed her motion that HF2556 be recommended to be re-referred to the Health and Human Services Finance Committee. Motion prevailed.

Chair Ward moved that HF3059 (Norton) be recommended to be re-referred to the Transportation Policy Committee.

Chair Ward moved the H3059A1-1 amendment. Motion prevailed. Amendment adopted.

Representative Norton presented information on HF3059 and the following individuals testified:

The committee recessed at 3:50 pm.
The committee reconvened at 6:07 pm and Representative Norton continued review of HF3059.

Chair Liebling moved that HF2314 (Fabian) be recommended to be re-referred to the Health and Human Services Finance Committee.

Representative Loeffler moved that HF2797 (Loeffler) be recommended to be re-referred to the Health and Human Services Finance Committee.

Representative Loeffler presented information on HF2797 and the following individuals testified:

Representative Loeffler renewed her motion that HF2797 be recommended to be re-referred to the Health and Human Services Finance Committee. Motion prevailed.

Representative Morgan moved that HF2396 (Morgan) be recommended to be re-referred to the Ways and Means Committee.

Representative Morgan moved the H2396DE1 amendment. Motion prevailed. Amendment adopted.

Representative Morgan renewed his motion that HF2396 be recommended to be re-referred as amended to the Ways and Means Committee. Motion prevailed.

Representative Franson moved that HF2977 (Franson) be recommended to be re-referred to the Government Operations Committee.

Representative Franson moved the H2977A2 amendment. Motion prevailed. Amendment adopted.

HF2402 (Liebling) will be the vehicle for the Omnibus HHS Policy bill. A delete-everything (DE) amendment will be posted Tuesday morning. The committee may walk through the DE amendment during this meeting but will not take any public testimony.
