MINUTES

Representative Wagenius, Chair of the Committee on Environment, Natural Resources, and Agriculture Finance, called the meeting to order at 8:20 a.m., Thursday, March 20th, 2014, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Informational hearing on HF2564 (Hornstein) Statewide solid waste source reduction goal established, recycling definition expanded, recycling required in sports facilities and commercial buildings, metropolitan area county recycling goals amended, and money appropriated.

Representative Hornstein explained HF2564.

HF 3158 (Wagenius) Composting grant program funding provided to local units of government, and money appropriated.

Representative Wagenius moved HF3158 be laid over for possible inclusion in the Environment, Natural Resources, Agriculture Finance omnibus finance bill.

HF 2431 (Benson, J.) School trust lands director and the Legislative Permanent School Fund Commission funding amended.

Representative Benson moved HF2431 be laid over for possible inclusion in the Environment, Natural Resources, Agriculture Finance omnibus finance bill.

Representative Falk moved approval of the minutes for Tuesday, March 18th, 2014. THE MOTION PREVAILED. THE MINUTES WERE APPROVED

The meeting reconvened at 4:45 p.m.

HF 2802 (Hansen) Department of Agriculture prohibited from accepting funds from agricultural commodity groups for activities, and money appropriated.

Representative Hansen withdrew HF2802.

Informational hearing on HF2908 (Hansen) Bee death caused by pesticide poisoning compensation provided, pollinator emergency response team established, civil liability for bee deaths provided, and money appropriated.

Representative Hansen explained HF2908 and the attached H2908DE5 amendment.

Representative Wagenius moved HF3187 be laid over for possible inclusion in the Environment, Natural Resources, Agriculture Finance omnibus finance bill.

Representative Wagenius moved to amend HF3187 (see attached H3187DE1 amendment) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED

Representative Wagenius moved to amend the H3187DE1 amendment as follows:

Page 1 line 5 after “for” insert “habitat” and strike “that increase pollinator habitat”

THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Wagenius renewed the motion that HF3187, as amended, be laid over for possible inclusion in the Environment, Natural Resources, Agriculture Finance omnibus finance bill.
