MINUTES

Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:15AM, March 6th, 2014 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative McDonald moved the minutes of February 27th, March 4th, and March 5th, 2014 be approved. THE MOTION PREVAILED.

The Minnesota Department of Education continued an update on the 2013 omnibus E-12 education act provisions, student academic achievement, and federal education funding. Testifiers were Department of Education staff: Kevin McHenry, Assistant Commissioner; Dr. Tom Melcher, Director, Program Finance; and Denise Anderson, Chief Financial Officer.

Members' questions and comments were addressed throughout the presentation.

Representative Selcer moved HF2480 (Selcer) School nutrition policy provided, and money appropriated. Representative Selcer moved the author’s A2 amendment. THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

Public testimony on HF2480 as amended was provided by Representative Wills; Elaine Keefe, MN School Nutrition Association; Jessica Webster, Mid-Minnesota Legal Aid; Rabbi Harold Kravitz, President of MAZON, A Jewish Response to Hunger; and Dr. Pamela Gigi Chawla, MD, Senior Medical Director of Primary Care for Children's Hospital and Clinics.

Representative McDonald moved the A9 amendment.

THE MOTION FAILED AND THE AMENDMENT DID NOT PREVAIL.

Representative Quam moved the A11 amendment.

THE MOTION FAILED AND THE AMENDMENT DID NOT PREVAIL.

Chair Marquart laid over HF2480.

Representative Erickson moved HF2280 (Anderson) School districts authorized to seek reimbursement of unpaid school meals money from the Education Department.

Members' questions and comments were addressed throughout the bill presentation. There was no one from the public wishing to provide testimony.

Chair Marquart laid over HF2280.

Representative Selcer renewed her motion that, as amended, HF2480 be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

The meeting was adjourned at 10:00AM.
