MINUTES

Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:15 AM, March 14, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Newton moved HF1103 (Newton) School district compensatory funding minimum level provided.

Public testimony was provided by Denny Carlson, Superintendent of Anoka-Hennepin Public Schools.

House Researcher Tim Strom explained the printout related to Fall 2012 Free and Reduced Pupil Counts: Baseline Compensatory Revenue Compared to HF1103 Where All Districts Have Minimum Revenue of $1,600 per Free and Reduced Price Pupil.

Members' questions and comments were addressed throughout the bill presentation.

Representative Hertaus moved the minutes of March 13, 2013 be approved.
THE MOTION PREVAILED.

Representative Erickson, S. moved HF755 (Barrett) School districts with below average revenue new source of state aid created.

Public testimony on HF755 was provided by Representative Bob Barrett; Brad Lundell, Schools for Equity in Education; Todd Anderson, Rockford Area Schools Board Member; Jim Behle, St. Michael-Albertville School District Superintendent; Jerry Hansen, Milaca School District Superintendent; and Mary Cecconi, Parents United.

Members' questions and comments were addressed after the bill presentation.

CHAIR MARQUART LAID OVER HF755 FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.

Representative Selcer moved HF383 (Benson) School district location equity index created, general education revenue formula modified, and revenue increased for some school districts.

Representative Selcer moved the author's H0383A3 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Selcer moved a technical, oral amendment to the H0383A3 amendment (on line 2.30, insert "or" after the word "zero." THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Public testimony on HF383 was provided by Representative John Benson; Scott Croonquist, Association of Metropolitan School Districts; Dennis Peterson, Superintendent of Minnetonka Public Schools; Sam Walseth of the Minnesota Rural Education Association; Jan Alswager of Education Minnesota; and John Toop, Business Manager of Hopkins Public Schools.

CHAIR MARQUART LAID OVER HF383 AS AMENDED FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.

Representative Morgan moved HF393 (Morgan) Compensatory revenue authorized to be spent on early education efforts, including parental outreach.

Public testimony on HF393 was provided by Tom Umhoefer, Director of Community Education - Burnsville-Eagan-Savage Schools and Vicki Roy, Chair of the Burnsville Community Literacy Committee and former school board member.
