MINUTES

Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:15 AM, February 12, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Hertaus moved the minutes of February 6, 2013 and February 7, 2013 be adopted. THE MOTION PREVAILED.

House Fiscal Analyst Melissa Johnson gave an overview of the state education funding accounting shifts that have been used in recent years.

HF1 (Selcer) A bill for an act relating to education finance; restoring the school district current year aid payment shift percentage to 90; amending Minnesota Statutes 2012, section 127A.45, subdivision 2.

HF134 (Woodard) A bill for an act relating to education finance; repaying the school aids shifts; restoring the school district current year aid payment shift percentage to 90; eliminating the property tax recognition shift; amending Minnesota Statutes 2012, sections 123B.75, subdivision 5; 127A.45, subdivision 2.

Public testimony on HF1 and HF134 was provided by the following individuals:

Scott Croonquist - Minnesota Association of School Administrators and Brad Lundell - Schools for Equity in Education spoke in support of establishing a funding target for E-12 education that will address past funding deficiencies and make the necessary new investments to ensure that all Minnesota students have the educational opportunities they need to graduate from high school prepared to enter post-secondary education;

Jan Alswager - Education Minnesota spoke in support of looking at the overall tax system to find an education funding solution to prevent the state from using school shifts in the future.

CHAIR MARQUART LAID OVER HF1 and HF134 FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.

HF53 (Woodard) A bill for an act relating to education finance; requiring a three-fifths vote to pass legislation reducing the school aid payment percentage below 90; amending Minnesota Statutes 2012, section 127A.45, subdivision 1.

HF235 (Woodard) A bill for an act relating to education finance; requiring a three-fifths vote to pass legislation increasing the property tax recognition shift percentage or reducing the school aid percentage below 90; amending Minnesota Statutes 2012, sections 123B.75, subdivision 5; 127A.45, subdivision 1.

CHAIR MARQUART LAID OVER HF53 and HF235 FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.

The meeting was adjourned at 9:45 AM.
