MINUTES

Representative Linda Runbeck, Chair of the Property and Local Tax Division Committee, called the meeting to order at 6:34 PM on February 8, 2012, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Mahoney moved the approval of the minutes dated November 10, 2011.
THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Representative Daudt moved the approval of the minutes dated February 1, 2012.
THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Representative Runbeck moved HF1914.

HF1914 (Davids) Commercial-industrial properties first $100,000 in value exempted from the state general levy, commercial-industrial property state general levy phased out over 20 years, seasonal recreational property state general levy frozen, maximum homeowner property tax refunds increased, special property tax refund temporary increase provided, and money appropriated.

Representative Runbeck moved the HF1914A12 amendment.

Representative Runbeck incorporated the oral amendment to the HF1914A12 amendment:
On page 7, line 7 of the HF1914A12 amendment:
Delete "4,000,000" and insert "4,300,000" and delete "canceled" and insert "transferred in fiscal year 2012". THE ORAL AMENDMENT WAS ADOPTED.

THE HF1914A12 AMENDMENT WAS ADOPTED.

Representative Runbeck moved the HF1914A13 amendment.

THE HF1914A13 AMENDMENT WAS ADOPTED.

Representative Davids presented HF1914, as amended.

Representative Daudt moved the HF1914A16 amendment to amend the HF1914A20 amendment.

Representative Daudt incorporated the HF1914A17 amendment into the HF1914A16 amendment.

Representative Peterson requested a roll call vote.

There being nine ayes and six nays, THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Marquart withdrew the HF1914A20 amendment, as amended.

The meeting reconvened at 9:42PM.

Representative Loeffler moved the HF1914A19 amendment.

Representative Lenczewski moved the HF1914A22 amendment.

Representative Marquart moved the HF1914A23 amendment to amend the HF1914A22 amendment.

Representative Marquart requested a roll call vote.

There being seven ayes and eight nays, THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Ayes: MARQUART, BENSON J., KOENEN, LEMIEUR, LENCZEWSKI, LOEFFLER, MAHONEY.
Nays: RUNBECK, CRAWFORD, BARRETT, DAUDT, DETTMER, MCDONALD, PETERSEN, WARDLOW.

Representative Lenczewski withdrew the HF1914A22 amendment.

Representative Lenczewski moved the HF1914A14 amendment.

Representative Lenczewski requested a roll call vote.

There being fifteen ayes and zero nays, THE MOTION DID PREVAIL. THE AMENDMENT WAS ADOPTED.

Representative Wardlow moved to reconsider the HF1914A14 amendment.

Representative Mahoney requested a roll call vote.

There being nine ayes and six nays, THE MOTION PREVAILED. THE AMENDMENT IS RECONSIDERED.

Ayes: RUNBECK, CRAWFORD, BARRETT, DAUDT, DETTMER, LEMIEUR, MCDONALD, PETERSEN, WARDLOW

Representative Daudt offered an oral amendment to the HF1914A14 amendment:
On Page 1 of the HF1914A14 amendment, delete lines 2 and 3, and insert: "Page 4, after line 11, insert"

THE HF1914A14 AMENDMENT WAS ADOPTED, AS AMENDED.

Chair Runbeck moved HF1914, as amended be re-referred to the Committee on Taxes.
