MINUTES

Representative Urdahl, Chair of the Legacy Funding Division Committee, called the meeting to order at 2:40pm on Wednesday, April 13, 2011, in the Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

NO members were excused.

A quorum was present.

Representative Winkler moved the minutes from the committee meeting on Tuesday, April 12, 2011, be approved. THE MOTION PREVAILED.

Resumption of discussion on HF1061 (Urdahl), as amended.

Chair Urdahl moves the H1061A22 author's amendment to the H1061DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Greene moves the H1061A7 amendment to the H1061DE1 amendment and requested a roll call vote.

Ayes: McFARLANE, WAGENIUS, WINKLER, McNAMARA, GREENE, PEPPIN

Nays: URDAHL, KIEL, DILL, CORNISH, MURPHY, TORKELSON

THE MOTION DID NOT PREVAIL (6-6). THE AMENDMENT TO THE AMENDMENT WAS NOT ADOPTED.

Representative Dill moves the A11-0323 amendment to the H1061DE1 amendment.

THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Kiel moves the H1061A3.

Representative Kiel moved to incorporate the following language into the H1061A3 amendment:

Page 1, Line 15, delete "2011" and insert "2012"

THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Kiel moved the H1061A3 amendment, as amended, to the H1061DE1 amendment.
THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Torkelson moved the H1061A5 amendment to the H1061DE1 amendment.

THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Wagenius moved the H1061A10 amendment.

Representative Wagenius moved to incorporate the following language into the H1061A10 amendment:

Page 1, Line 4, after "land" insert "or sub-surface sewage treatment system projects."

THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Wagenius moved the H1061A10 amendment, as amended, to the H1061DE1 amendment.

THE MOTION DID NOT PREVAIL. THE AMENDMENT TO THE AMENDMENT WAS NOT ADOPTED.

Representative Kiel moved the H1061A15 amendment.

Representative Kiel moved to incorporate the following language into the H1061A15 amendment:

Page 1, Line 16, after "users" insert "and potential users"
Page 1, Line 22, after "." Insert "No local matches are required for this grant."

THE MOTION PREVIALED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Wagenius moved the H1061A17 amendment to the H1061DE1 amendment, and requested a roll call.

Ayes: DILL, MURPHY, WAGENUIS, WINKLER, GREENE

Nays: URDAHL, KIEL, CORNISH, McFARLANE, McNAMARA, TORKELSON, PEPPIN

THE MOTION DID NOT PREVAIL (5-7). THE AMENDMENT TO THE AMENDMENT WAS NOT ADOPTED.
