MINUTES

Representative Gunther, Chair of the Jobs and Economic Development Finance Committee, called the meeting to order at 12:35 p.m. on February 28, 2012, in Room 10 of the State Office

The Committee Legislative Assistant noted the roll.

HF 1400 (Champion) Minneapolis; Nicollet Mall Phase I renovation funding provided, bonds issued, and money appropriated.

A quorum was present at 12:40 p.m. Meeting officially called to order.

Chair Gunther moved HF1400 before committee to be laid over for possible inclusion in the Jobs Omnibus Bill.

Testifying before committee on behalf of the Minneapolis Downtown Council was Sam Grabarski, Executive Director.

Chair Gunther moved amendment A12-0615. THE MOTION PREVAILED.

Testifying before committee on behalf of Midwest Region - Ryan Companies US was Collin Barr, President, Robert Jones, Vice President Retail Bank Minneapolis TCF Bank, Sarah Harris, President and CEO of the Minneapolis Downtown Improvement District, and Barbara Johnson, Minneapolis City Council.

Chair Gunther renewed his motion that HF1400 be laid over as amended in committee.

HF588 (Gauthier) Duluth; Wade stadium renovation funding provided, bonds issued, and money appropriated.

Representative Mahoney moved HF588 before committee to be laid over.

Chair Gunther moved amendment H0588A1. THE MOTION PREVAILED.

Representative Gauthier discussed HF588.

Testifying on behalf of the City of Duluth was Tari Rayala and Craig Smith, General Manager of the Duluth Baseball Club.

Representative Mahoney renewed his motion that HF588 be laid over, as amended in committee.

Chair Gunther moved to approve the minutes of February 23, 2012. THE MOTION PREVAILED.

HF1387 (Mahoney) Beacon Bluff Business Center funding provided, bonds issued, and money appropriated.

Chair Gunther moved the amendment H1387A1.

Representative Mahoney discussed HF 1387.

Testifying on behalf of the St. Paul Port Authority was Lorrie Louder.

Representative Mahoney renewed his motion that HF1387 be laid over, as amended in committee.

HF2311 (Paymar) Ford Motor Company; state funds appropriated.

Representative Paymar discussed HF2311.

Testifying before committee on behalf of the St. Paul Port Authority was Cecile Bedar, and Wayne Waslaski on behalf of the Department of Administration.

Representative Paymar renewed his motion that HF2311 be laid over in committee.

HF2332 (Murray) Small business investment credit higher percentage provided for qualified Greater Minnesota businesses.

Representative Murray discussed HF2332.

Testifying on behalf of the Coalition of Greater Minnesota Cities was JD Burton.

Representative Murray renewed his motion that HF2332 be laid over in committee.
