MINUTES

Vice Chair McFarlane, Vice Chair of the Jobs and Economic Development Finance Committee, called the meeting to order at 12:35 p.m. on February 23, 2012, in Room 10 of the State Office

The Committee Legislative Assistant noted the roll.

HF 2305 (Gunther) Barber licenses and fees changed, penalties created, and money appropriated.

Chair Gunther discussed HF2305.

Chair Gunther moved amendment H2305A1. THE MOTION PREVAILED.

Testifying on behalf of the Mn Barbers Board was Peggy Schmidt and Thora Fisko.

Chair Gunther renewed his motion that HF2305 pass, as amended, and be re-referred to the Civil Law Committee. THE MOTION PREVAILED.

HF1721 (Gunther) Redevelopment demolition loans authorized.

Chair Gunther discussed HF 1721 to pass and be re-referred to the Ways and Means Committee.

Chair Gunther moved amendment A12-0554 before committee. THE MOTION PREVAILED.

House Researcher Anita Neumann discussed amendment.

Chair Gunther moved amendment H1721A1 before committee. THE MOTION PREVAILED.

Testifying on behalf of the Mn Department of Employment and Economic Development was Director of Business Community Development, Meredith Udoibok, and Kristen Lukes, Management Analyst.

Chair Gunther renewed his motion that HF1721 pass, as amended, and be re-referred to Ways and Means Committee. THE MOTION PREVAILED.

Chair Gunther resumed gavel at 12:55 p.m.

HF1883 (Brynaert) Mankato, arena improvement and event center expansion funding provided, bonds issued, and money appropriated.

Vice Chair McFarlane moved HF1883 before committee.

Representative Brynaert discussed HF 1883.

Testifying on behalf of the Greater Mankato Growth was Shirley Piepho, Chairman, and Gordon Awsumb, Owner/Developer of Awsumb and Associates, and Jonathan Zierdt, Executive Director of Greater Mankato Growth.

Vice Chair McFarlane renewed her motion that HF1883 be laid over in committee.

Representative Mahoney moved to approve the minutes of February 21, 2012. THE MOTION PREVAILED.

HF1677 (Hackbarth) St. Paul regional ballpark funding provided, city authorized to use design-build or construction manager at risk method of project delivery, bonds issued, and money appropriated.

Representative Mahoney moved HF1677 before committee.

Representative Mahoney moved to amend the minutes of February 21, 2012 to re-insert "Representative Mahoney". THE MOTION PREVAILED.

Testifying before committee on behalf of the City of St. Paul was Mayor Chris Coleman, Matt Kramer on behalf of the St. Paul Chamber of Commerce, and Billy Peterson on behalf of Friends of St. Paul Baseball.

Representative Mahoney renewed his motion that HF1677 be laid over in committee.
